7     LONG TITLE
8     General Description:
9          This bill modifies the Public Employees' Benefit and Insurance Program Act to address
10     obesity.
11     Highlighted Provisions:
12          This bill:
13          ▸     requires the Public Employees Health Plan to report to the Health and Human
14     Services Interim Committee regarding obesity;
15          ▸     outlines the requirements of the report; and
16          ▸     permits others to work with the Public Employees Health Plan on the report.

25     Be it enacted by the Legislature of the state of Utah:
26          Section 1. Section 49-20-106 is enacted to read:
27          49-20-106. Obesity report.

28          (1) The Public Employees Health Plan shall report to the Health and Human Services
29     Interim Committee by no later than the Health and Human Services Interim Committee's
30     November 2016 interim meeting regarding the analysis required by Subsection (2).
31          (2) For purposes of the report required by Subsection (1), the Public Employees Health
32     Plan shall:
33          (a) estimate the costs and benefits to the Public Employees Health Plan associated with
34     providing insurance coverage for anti-obesity treatment, including:
35          (i) counseling;
36          (ii) medication; and
37          (iii) surgery;
38          (b) compare the costs and benefits estimated under Subsection (2)(a) with the costs and
39     benefits to the Public Employees Health Plan associated with treating diseases caused by or
40     linked to obesity, including:
41          (i) diabetes;
42          (ii) hypertension;
43          (iii) heart disease; and
44          (iv) other diseases; and
45          (c) analyze whether there would be cost savings by providing the insurance coverage
46     described in Subsection (2)(a).
47          (3) The Public Employees Health Plan may work with other insurers or other interested
48     persons in developing the report required by this section.
