7     LONG TITLE
8     General Description:
9          This bill requires local education agencies to advertise job openings on the state
10     website.
11     Highlighted Provisions:
12          This bill:
13          ▸     requires local education agencies to provide a list of job openings to the Utah
14     Department of Workforce Services; and
15          ▸     amends the definition of a governmental entity to include local education agencies
16     as defined in Section 53A-30-102.

25     Be it enacted by the Legislature of the state of Utah:
26          Section 1. Section 35A-1-102 is amended to read:
27          35A-1-102. Definitions.
28          Unless otherwise specified, as used in this title:
29          (1) "Client" means an individual who the department has determined to be eligible for

30     services or benefits under:
31          (a) Chapter 3, Employment Support Act; and
32          (b) Chapter 5, Training and Workforce Improvement Act.
33          (2) "Department" means the Department of Workforce Services created in Section
34     35A-1-103.
35          (3) "Economic service area" means an economic service area established in accordance
36     with Chapter 2, Economic Service Areas.
37          (4) "Employment assistance" means services or benefits provided by the department
38     under:
39          (a) Chapter 3, Employment Support Act; and
40          (b) Chapter 5, Training and Workforce Improvement Act.
41          (5) "Employment center" is a location in an economic service area where the services
42     provided by an economic service area under Section 35A-2-201 may be accessed by a client.
43          (6) "Employment counselor" means an individual responsible for developing an
44     employment plan and coordinating the services and benefits under this title in accordance with
45     Chapter 2, Economic Service Areas.
46          (7) "Employment plan" means a written agreement between the department and a client
47     that describes:
48          (a) the relationship between the department and the client;
49          (b) the obligations of the department and the client; and
50          (c) the result if an obligation is not fulfilled by the department or the client.
51          (8) "Executive director" means the executive director of the department appointed
52     under Section 35A-1-201.
53          (9) "Government entity" means the state or any county, municipality, local district,
54     special service district, or other political subdivision or administrative unit of the state,
55     [including] a state [institutions] institution of higher education as defined in Section
56     53B-2-101, or a local education agency as defined in Section 53A-30-102.
57          (10) "Public assistance" means:

58          (a) services or benefits provided under Chapter 3, Employment Support Act;
59          (b) medical assistance provided under Title 26, Chapter 18, Medical Assistance Act;
60          (c) foster care maintenance payments provided from the General Fund or under Title
61     IV-E of the Social Security Act;
62          (d) SNAP benefits; and
63          (e) any other public funds expended for the benefit of a person in need of financial,
64     medical, food, housing, or related assistance.
65          (11) "SNAP" means the federal "Supplemental Nutrition Assistance Program" under
66     Title 7, U.S.C. Chapter 51, Supplemental Nutrition Assistance Program, formerly known as the
67     federal Food Stamp Program.
68          (12) "SNAP benefit" or "SNAP benefits" means a financial benefit, coupon, or
69     privilege available under SNAP.
70          (13) "Stabilization" means addressing the basic living, family care, and social or
71     psychological needs of the client so that the client may take advantage of training or
72     employment opportunities provided under this title or through other agencies or institutions.
