7     LONG TITLE
8     General Description:
9          This bill amends provisions related to teacher preparation programs.
10     Highlighted Provisions:
11          This bill:
12          ▸     directs the State Board of Education to designate an employee to engage in
13     monitoring and other conduct related to teacher preparation programs;
14          ▸     directs the State Board of Education to consider recommendations and make rules;
15     and
16          ▸     makes technical and conforming changes.

25     Be it enacted by the Legislature of the state of Utah:

26          Section 1. Section 53A-6-107 is amended to read:
27          53A-6-107. Program approval.
28          (1) [The] In accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking
29     Act, the board shall make rules that establish [by rule the] standards [which must be met by
30     approved] for approval of a preparation [programs and] program or an alternative preparation
31     [programs] program.
32          (2) [Standards] The board shall ensure that standards adopted [by the board for
33     approved preparation programs and alternative preparation programs shall] under Subsection
34     (1) meet or exceed generally recognized national standards for preparation of educators, such
35     as those developed by the:
36          (a) Interstate New Teacher Assessment and Support Consortium[, the];
37          (b) National Board for Professional Teaching Standards[, and the National Council for
38     the Accreditation of Teacher Education.]; or
39          (c) Council for the Accreditation of Educator Preparation.
40          (3) The board shall designate an employee of the board's staff to:
41          (a) work with education deans of state institutions of higher education to coordinate
42     on-site monitoring of teacher preparation programs that may include:
43          (i) monitoring courses for teacher preparation programs;
44          (ii) working with course instructors for teacher preparation programs; and
45          (iii) interviewing students admitted to teacher preparation programs;
46          (b) act as a liaison between:
47          (i) the board;
48          (ii) local school boards or charter school governing boards; and
49          (iii) representatives of teacher preparation programs; and
50          (c) report the employee's findings and recommendations for the improvement of
51     teacher preparation programs to:
52          (i) the board; and
53          (ii) education deans of state institutions of higher education.
54          (4) The board shall:
55          (a) in good faith, consider the findings and recommendations described in Subsection
56     (3)(c); and

57          (b) in accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act,
58     make rules, as the board determines is necessary, to implement recommendations described in
59     Subsection (3)(c).
