MOTION:     Rep. Poulson moved to approve the minutes of the March 3, 2016 and March 7, 2016 meetings. The motion passed unanimously with Rep. Christensen, Rep. Fawson, and Rep. Last absent for the vote.

 

1st Sub. S.B. 125                   After-school Programs Amendments (Sen. L. Escamilla) (Rep. S. DiCaro)


Sen. Escamilla explained the bill.


Ms. Dorothy Bradford, parent and grandparent, spoke against the bill.


MOTION:     Rep. Moss moved to pass 1st Sub. S.B. 125 out favorably. The motion passed with Rep. Lifferth voting in opposition. Rep. Christensen was absent for the vote.



 

1st Sub. S.B. 45                     Compulsory Education Revisions (Sen. A. Jackson) (Rep. J. Anderegg)


Sen. Jackson explained the bill.


MOTION:     Rep. Hutchings moved to replace 1st Sub. S.B. 45 with 2nd Sub. S.B. 45. The motion passed with Rep. Coleman and Rep. Lifferth voting in opposition. Rep. Christensen and Rep. Fawson were absent for the vote.


MOTION: Rep. Hutchings moved to pass out 2nd Sub. S.B. 45 favorably. The motion passed with Rep. Moss and Rep. Poulson voting in opposition. Rep. Christensen was absent for the vote.

 

S.B. 87            Administrative Rulemaking Act Modifications (Sen. H. Stephenson) (Rep. C. Oda)


Sen. Stephenson explained the bill with the assistance of Ms. Angie Stallings, Associate Superintendent, Utah State Office of Education.


MOTION:     Rep. Eliason moved to amend the bill as follows:

 

1.    Page 2, Lines 48b through 51

Senate 3rd Reading Amendments

       2-24-2016:   

 

48bŜ➔ (ii) allows each speaker {  sufficent time to ensure meaningful public input; and  } Ŝ  at least: 

         (A) five minutes to present the speaker's comments; or

       (B) 15 minutes to present the speaker's comments, if the speaker is speaking on behalf of an organization or association that represents 10 or more individuals; and  

49   (c) makes the proposed rule available to the public on the State Board of Education's

50website at least {  seven  }  21  days before the day on which the State Board of Education holds the

51meeting described in Subsection (3)(a).

 (4) A meeting of a portion of or a committee of the State Board of Education does not satisfy the requirement described in Subsection (3)(a). 

 

The motion passed with Rep. Lifferth voting in opposition. Rep. Fawson and Rep. Hutchings were absent for the vote.

MOTION:     Rep. Lifferth moved to pass S.B. 87 out favorably as amended. The motion passed with Rep. Lifferth, Rep. Moss, and Rep. Poulson voting in opposition. Rep. Christensen was absent for the vote.

 

S.B. 165          Public Education Appointment and Hiring (Sen. H. Stephenson) (Rep. D. McCay)

 

Sen. Stephenson explained the bill.

S.B. 139          Board of Education Approval Amendments (Sen. H. Stephenson) (Rep. D. Lifferth)

 

Sen. Stephenson explained the bill with the assistance of Dr. Sydnee Dickson, Interim State Superintendent, Utah State Office of Education.

 

MOTION:     Rep. Eliason moved to pass S.B. 139 out favorably. The motion passed unanimously with Rep. Christensen and Rep. Moss absent for the vote.

 

MOTION:     After considering other committee business, Rep. Lifferth moved to reconsider the committee's action on S.B. 139 and replace S.B. 139 with 1st Sub. S.B. 139. The motion passed unanimously with Rep. Christensen, Rep. Fawson, and Rep. Last absent for the vote.

 

MOTION:     Rep. Lifferth moved to pass 1st Sub. S.B. 139 out favorably. The motion passed unanimously with Rep. Christensen, Rep. Fawson, and Rep. Last absent for the vote.

 

S.B. 163          Kindergarten Age Exception Amendments (Sen. H. Stephenson) (Rep. V. L. Snow)

 

Sen. Stephenson explained the bill.

 

MOTION:     Rep. Eliason moved to replace S.B. 163 with 1st Sub. S.B. 163. The motion passed unanimously with Rep. Christensen absent for the vote.

S.C.R. 15        Concurrent Resolution Urging Congress to Enact the Diné College Act (Sen. D. Hinkins) (Rep. C. Moss)

MOTION:     Rep. Poulson moved to pass S.C.R. 15 out favorably. The motion passed unanimously with Rep. Christensen and Rep. Last absent for the vote.
