Chair Pro Tem McKell called the meeting to order at 8:12 a.m.

2nd Sub. S.B. 122      Wildland Fire Policy Updates (Sen. E. Vickers)

Sen. Vickers explained the bill to the committee with the assistance of Brian Cottam, State Forester and director, Forestry, Fire and State Lands.

MOTION:     Rep. Sandall moved to pass the bill out favorably. The motion passed unanimously with Rep. Handy, Rep. Perry, and Rep. Powell absent for the vote.

S.B. 173          State Fair Park Revisions (Sen. K. Van Tassell)

Sen. Van Tassell explained the bill to the committee.

MOTION:     Rep. McKell moved to pass 1st Sub. S.B. 173 out favorably. The motion passed unanimously with Rep. Duckworth absent for the vote.

H.B. 464         Public Lands Wildfire Study (Rep. K. Ivory)

Rep. Ivory explained the bill to the committee.

MOTION:     Rep. Sandall moved to replace H.B. 464 with 1st Sub. H.B. 464. The motion passed unanimously with Rep. Duckworth and Rep. Powell absent for the vote.

MOTION:     Rep. Sandall moved to amend 1st Sub. H.B. 464 as follows:

80   (3) use of any non-lapsing funds is limited to carrying out the requirements of Section

814-18-109.

         Section 3. Effective date.

If approved by two-thirds of all the members elected to each house, this bill takes effect upon approval by the governor, or the day following the constitutional time limit of Utah Constitution, Article VII, Section 8, without the governor's signature, or in the case of a veto, the date of veto override.  

The motion to amend passed unanimously with Rep. Duckworth and Rep. Powell absent for the vote.

MOTION:     Rep. Brown moved to pass 1st Sub. H.B. 464 out favorably as amended. The motion passed unanimously with Rep. Duckworth, Rep. McKell, and Rep. Owens absent for the vote.

MOTION:     Rep. Sandall moved to adjourn the meeting. The motion passed unanimously with Rep. Duckworth, Rep. McKell, and Rep. Owens absent for the vote.
