Vice Chair Powell called the meeting to order at 7:04 p.m.

 

MOTION:       Rep. Pitcher moved to approve the minutes of the March 4, 2016, meeting. The motion passed unanimously with Rep. Poulson and Rep. Ward absent for the vote.

 

 

S.C.R. 16          Concurrent Resolution on Utah's Vision for Enduring Contribution to the Common Defense (Sen. J. Stevenson) (Rep. R. Spendlove)

 

Rep. Spendlove explained the resolution to the committee assisted by Major Aaron Drake, Utah National Guard, and Brian Garrett, Salt Lake Military Affairs.

 

MOTION:       Rep. Hemingway moved to pass S.C.R. 16 out favorably. The motion passed unanimously.

 

 

2nd Sub. S.B. 188         Higher Education Capital Facilities (Sen. S. Urquhart) (Rep. G. Froerer)

 

Rep. Froerer explained the bill to the committee.

MOTION:       Rep. Webb moved to return 2nd Substitute S.B. 188 to Rules Committee for interim study.

 

SUBSTITUTE

MOTION:       Rep. Hemingway moved to replace 2nd Substitute S.B. 188 with 4th Substitute S.B. 188. The motion passed unanimously with Rep. Pitcher absent for the vote.

 

MOTION:       Rep. Webb moved to return 4th Substitute S.B. 188 to Rules Committee for interim study. The motion passed unanimously with Rep. Pitcher absent for the vote.

 

 

1st Sub. S.B. 232           Rescue Medication in Schools (Sen. S. Urquhart) (Rep. G. Froerer)

 

Rep. Froerer explained the bill to the committee assisted by Jennifer May, Hope 4 Children with Epilepsy.

Sen. Okerlund explained the resolution to the committee assisted by Michele Zabriskie, Utah Broadcasters Association.

 

MOTION:       Rep. Thurston moved to pass S.C.R. 14 out favorably. The motion passed unanimously.

 

 

 

 

S.B. 239            School Governance Amendments (Sen. H. Stephenson) (Rep. S. Eliason)

 

Sen. Stephenson explained the bill to the committee assisted by Angie Stallings, Utah State Board of Education.

MOTION:       Rep. Pitcher moved to pass S.B. 239 out favorably. The motion passed unanimously.

S.B. 228            Multicounty Assessing and Collecting Levy Amendments (Sen. H. Stephenson) (Rep. J. Knotwell)

 

Sen. Stephenson explained the bill to the committee.

 

MOTION:       Rep. Ward moved to pass S.B. 228 out favorably. The motion passed unanimously with Rep. Powell absent for the vote.

 

 

MOTION:       Rep. Thurston moved to recess. The motion passed unanimously with Rep. Powell absent for the vote.

MOTION:       Rep. Hemingway moved to adjourn. The motion passed with Rep. Coleman and Rep. Thurston voting in opposition. Rep. Kennedy, Rep. Poulson, and Rep. Powell were absent for the vote.
