Chair Ivory called the meeting to order at 4:18 p.m.

 

MOTION:     Rep. Handy moved to approve the minutes of the February 25, 2016 meeting. The motion passed unanimously, with Rep. Arent, Rep. Christofferson, Rep. Edwards, and Rep. Tanner absent for the vote.

 

MOTION:     Rep. Handy moved to approve the revised minutes of the February 22, 2016 meeting. The motion passed unanimously, with Rep. Arent, Rep. Christofferson, Rep. Edwards, and Rep. Tanner absent for the vote.

 

HB0341          Interlocal Cooperation Act Amendments (Rep. M. Nelson)


Rep. Nelson explained the bill, assisted by Eric Bawden, Legal Counsel, Intermountain Power Agency.

 

MOTION:     Rep. Handy moved to replace H.B. 341 with 1st Sub. H.B. 341. The motion passed unanimously, with Rep. Arent, Rep. Christofferson, and Rep. Edwards absent for the vote.

 

MOTION:     Rep. Dee moved to pass the bill out favorably.


 


MOTION:     Rep. Tanner made a substitute motion to return the bill to the House Rules Committee with a recommendation it be put on the Master Study Resolution. The motion failed, with Rep. Chew, Rep. Tanner, and Rep. Ivory voting in favor.

MOTION:     Rep. Dee's original motion to pass the bill out favorably passed with Rep. Chew,                         Rep. Ivory, and Rep. Tanner voting in opposition.

 

MOTION:     Rep. Arent moved to recess until 5:10 p.m. The motion passed unanimously.

SB0118           Uintah Basin Air Quality Research Project (Sen. K. Van Tassell)

Sen. Van Tassell explained the bill. Bryce Bird, Director, Utah Division of Air Quality assisted.

 

MOTION:     Rep. Christofferson moved to pass the bill out favorably. The motion passed unanimously, with Rep. Dee absent for the vote.

 

HB0420          Unmanned Vehicle Amendments (Rep. D. Lifferth)


Rep. Lifferth explained the bill.

 

MOTION:     Rep. Handy moved to amend the bill as follows:

 

1.    Page 3, Lines 78 through 80:   

 

78   (1) Subject to the requirements of this section, a public safety official may neutralize an

79unmanned vehicle that {  operates within three miles of the location of  }  interferes with the response to  an acute emergency if

80neutralizing the unmanned vehicle is reasonably necessary to:

HB0385          Petroleum Vapor Recovery Amendments (Rep. S. Eliason)

 

Rep. Eliason explained the bill. Rep. Christofferson moved to amend the bill as follows:

 

1.    Page 2, Lines 42 through 44:   

 

42into a tank described in Subsection (2) if:

43   (a) emissions from the tank  that dispenses 10,000 gallons or more in any one calendar month  are controlled by the use of:

44   (i) a properly installed and maintained vapor collection and control system that is

53may not exceed 0.640 pounds per 1,000 gallons transferred.

54   (5) (a) The department {  shall  }  may  fine an operator who violates this section:
