Chair McCay called the meeting to order at 4:16 p.m.

 

MOTION:     Rep. Froerer moved to approve the minutes of the February 24, 2016 and February 29, 2016 meetings. The motion passed unanimously with Rep. Cunningham, Rep. Hutchings, Rep. Ivory, and Rep. McKell absent for the vote.

 

H.B. 376         Property Tax and Fair Market Value (Rep. B. Greene)


Rep. Greene explained the bill to the committee.

MOTION:     Rep. Sagers moved to return H.B. 376 to the Rules Committee for interim study. The motion passed unanimously with Rep. Hutchings and Rep. McKell absent for the vote.


 

H.B. 428         Local Government Bonding Amendments (Rep. D. Sagers)


Rep. Sagers explained the bill to the committee with the assistance of Randy Sant, Tooele City, and Randy Larsen, attorney.

 

MOTION:     Rep. Sagers moved to amend the bill as follows:

 

1.    Page 5, Lines 132 through 133:      

 

132 (b) No levy under this section may exceed {  .0001  }  .001  per dollar of taxable value of taxable

133property.

 

The motion to amend passed unanimously with Rep. Knotwell and Rep. McKell absent for the vote. Rep. Sagers further explained the bill and responded to questions from the committee.

 

MOTION:     Rep. McCay moved to reconsider the amendment. With the agreement of Rep. Sagers, the committee voted unanimously to rescind the amendment. Rep. Stanard was absent for the vote.

 

Vice Chair Peterson assumed the chair.

 

H.B. 272         Voted and Board Leeway Modifications (Rep. J. Briscoe)

 

Rep. Briscoe explained the bill and provided "Total Voted Local Levy Guarantee Program" to the committee

MOTION:     Rep. King moved to pass the bill out favorably. The motion passed unanimously with Rep. Hutchings, Rep. Ivory, Rep. Knotwell, Rep. Sagers, and Rep. Stanard absent for the vote.

H.B. 205         Tier II Retirement Amendments (Rep. R. Cunningham)

 

Rep. Cunningham explained the bill to the committee.

Sen. Harper explained the resolution to the committee.

 

MOTION:     Rep. Froerer moved to pass the resolution out favorably. The motion passed unanimously with Rep. Cunningham, Rep. Hutchings, Rep. Sagers, and Rep. Stanard absent for the vote.

 

S.B. 31            Tax Commission Levy Process (Sen. W. Harper)

 

Sen. Harper explained the bill to the committee. Rebecca Rockwell, Commissioner, State Tax Commission, answered questions from the committee and spoke in support of the bill.

MOTION:     Rep. Peterson moved to replace S.B. 31 with 1st Sub. S.B. 31. The motion passed unanimously with Rep. Froerer, Rep. Hutchings, and Rep. Stanard absent for the vote.

 

MOTION:     Rep. McKell moved to pass 1st Sub. S.B. 31 out favorably. The motion passed with Rep. Cunningham and Rep. Knotwell voting in opposition and Rep. Froerer, Rep. Hutchings, and Rep. Stanard absent for the vote.

 

H.J.R. 18        House Joint Resolution -- Congressional Term Limits (Rep. B. Dee)

 

Rep. Dee explained the resolution to the committee.

The bill was not heard at the request of the sponsor.

 

MOTION:     Rep. King moved to adjourn the meeting. The motion passed unanimously with Rep. Cunningham, Rep. Froerer, Rep. Hutchings, and Rep. Stanard absent for the vote.
