10 Committee Note:
11 The Executive Appropriations Committee recommended this bill.
12 General Description:
13 This bill supplements or reduces appropriations previously provided for the use and
14 operation of state government for the fiscal year beginning July 1, 2017 and ending June 30, 2018.
15 Highlighted Provisions:
16 This bill:
17 ▸ provides funding for a 2.0% labor market adjustment for certain state and higher
18 education employees;
19 ▸ provides funding equivalent to a 2.0% labor market adjustment for discretionary salary
20 changes in the legislative and judicial branches and constitutional offices;
21 ▸ provides funding for targeted compensation increases in the Department of Corrections
22 and the Department of Alcoholic Beverage Control;
23 ▸ provides funding for other Tier 1 targeted compensation increases as recommended by
24 the Department of Human Resource Management;
25 ▸ adjusts funding allocations for approved compensation funding mix exceptions;
26 ▸ provides funding for a 8.0% increase in health insurance benefits rates for state and
27 higher education employees;
28 ▸ provides funding for retirement rate changes for certain state employees;
29 ▸ provides funding for an up-to $26 per pay period match for qualifying state employees
30 enrolled in a defined contribution plan; and
31 ▸ provides funding for other compensation adjustments as authorized.
32 Money Appropriated in this Bill:
33 This bill appropriates $93,626,500 in operating and capital budgets for fiscal year 2018,
34 including:
35 ▸ $28,346,300 from the General Fund;
36 ▸ $29,292,500 from the Education Fund;
37 ▸ $35,987,700 from various sources as detailed in this bill.
38 This bill appropriates $158,300 in expendable funds and accounts for fiscal year 2018.
39 This bill appropriates $302,300 in business-like activities for fiscal year 2018.
40 Other Special Clauses:
41 This bill takes effect on July 1, 2017.

45 Be it enacted by the Legislature of the state of Utah:
46 Section 1. FY 2018 Appropriations. Under provisions of Section 67-19-43, Utah Code
47 Annotated, the employer defined contribution match for the fiscal year beginning July 1, 2017 and
48 ending June 30, 2018 shall be $26 per pay period. The following sums of money are appropriated for
49 the fiscal year beginning July 1, 2017 and ending June 30, 2018. These are additions to amounts
50 previously appropriated for fiscal year 2018.
51 Subsection 1(a). Operating and Capital Budgets. Under the terms and conditions of
52 Utah Code Title 63J, the Legislature appropriates the following sums of money from the funds or
53 fund accounts indicated for the use and support of the government of the State of Utah.
