7     LONG TITLE
8     General Description:
9          This bill creates an additional urban search and rescue task force in the state.
10     Highlighted Provisions:
11          This bill:
12          ▸     defines terms;
13          ▸     creates a program within the Division of Emergency Management to increase the
14     state's urban search and rescue capability; and
15          ▸     requires that appropriated funds are used only for the purchase of equipment and
16     training for the development of a Type 3 urban search and rescue task force.

27     Be it enacted by the Legislature of the state of Utah:

28          Section 1. Section 53-2a-1301 is enacted to read:

Part 13. Urban Search and Rescue Development Program

30          53-2a-1301. Title.
31          This part is known as the "Urban Search and Rescue Development Program."
32          Section 2. Section 53-2a-1302 is enacted to read:
33          53-2a-1302. Definitions.
34          As defined in this part:
35          (1) "Agency" means the Federal Emergency Management Agency within the United
36     States Department of Homeland Security.
37          (2) "Agency-equivalent training standard" means training that is functionally
38     equivalent to training provided, paid, and directly controlled by the agency and is provided by
39     someone other than the agency.
40          (3) "Task force" means a multi-disciplinary group with a high degree of expertise in
41     urban search and rescue operations.
42          (4) "Type 1" means the highest designation for an urban search and rescue task force
43     based on size, power, or capacity, as defined by the agency's typing standard.
44          (5) "Type 3" means a lower level designation for an urban search and rescue task force
45     based on size, power, or capacity, as defined by the agency's typing standard.
46          Section 3. Section 53-2a-1303 is enacted to read:
47          53-2a-1303. Program -- Use of funds.
48          (1) There is created a program known as the "Urban Search and Rescue Development
49     Program."
50          (2) The division shall administer the program.
51          (3) The purpose of the program is to develop and maintain a Type 3 task force to
52     supplement the Type 1 task force stationed in Utah to conduct urban search and rescue
53     operations.
54          (4) Funds appropriated by the Legislature for the program shall be expended by the
55     division for the following purposes:
56          (a) the purchase of equipment to aid in urban search and rescue operations; and
57          (b) training courses in urban search and rescue operations.
58          (5) Equipment purchased to aid in urban search and rescue operations shall be selected

59     from the agency's Approved Equipment Cache List, as prescribed in 44 C.F.R. 208.2.
60          (6) Training courses in urban search and rescue operations shall meet the
61     agency-equivalent training standard, as established by the agency's Urban Search and Rescue
62     Program Directive 2004-01.
