7     LONG TITLE
8     General Description:
9          This bill enacts provisions related to safety standards for high school athletic teams.
10     Highlighted Provisions:
11          This bill:
12          ▸     defines terms;
13          ▸     requires the State Board of Education to make rules related to safety standards for
14     high school athletic teams; and
15          ▸     requires a high school to annually report to an association on:
16               •     how the high school met the safety standards for high school athletic teams; and
17               •     for each safety standard that the high school did not meet, how the high school
18     will meet the standard within one year.

27     Be it enacted by the Legislature of the state of Utah:

28          Section 1. Section 53G-9-209 is enacted to read:
29          53G-9-209. Athletic team safety standards -- Report to association.
30          (1) As used in this section:
31          (a) "Association" means the same as that term is defined in Section 53G-7-1101.
32          (b) "Athletic team" means a high school athletic team that participates in a sport as a
33     school-sponsored interscholastic extracurricular activity.
34          (c) "High school" means a public or private school that:
35          (i) offers instruction in any of grades 9 through 12;
36          (ii) has at least one athletic team; and
37          (iii) is a member of or pays dues to an association.
38          (d) "Standard" means a safety standard for an athletic team established in the rules
39     described in Subsection (2).
40          (2) In accordance with Title 63G, Chapter 3, Utah Administrative Rulemaking Act, the
41     State Board of Education shall makes rules that establish safety standards for an athletic team.
42          (3) The standards described in Subsection (2) shall address:
43          (a) the access that a member of an athletic team has to individuals trained in sports
44     safety, including coaches and sports medicine professionals;
45          (b) facility and equipment safety;
46          (c) a concussion management plan;
47          (d) the privacy of athletic team member health information;
48          (e) a culture of safety, including access to medical assessments as needed;
49          (f) providing information to a member of an athletic team about the risks and benefits
50     of participating on an athletic team; and
51          (g) any other components related to athletic team safety, as determined by the State
52     Board of Education.
53          (4) Annually, a high school shall submit a report to an association of which the high
54     school is a member or to which the high school pays dues that describes:
55          (a) how the high school met the standards described in Subsection (2) during the
56     previous school year; and
57          (b) for each standard that the high school did not meet in the previous school year, how
58     the high school will meet the standard within one year.
