8     LONG TITLE
9     General Description:
10          This bill amends provisions related to the licensure of emergency medical service
11     personnel.
12     Highlighted Provisions:
13          This bill:
14          ▸     specifically lists categories for whom the State Emergency Medical Services
15     Committee may establish initial and ongoing licensure and training requirements.

24     Be it enacted by the Legislature of the state of Utah:
25          Section 1. Section 26-8a-302 is amended to read:
26          26-8a-302. Licensure of emergency medical service personnel.
27          (1) To promote the availability of comprehensive emergency medical services

28     throughout the state, the committee shall establish:
29          (a) initial and ongoing licensure and training requirements for emergency medical
30     service personnel in the following categories:
31          (i) paramedic;
32          (ii) [medical director;] advanced emergency medical services technician;
33          (iii) emergency medical [service instructor] services technician;
34          (iv) behavioral emergency services technician; and
35          (v) advanced behavioral emergency services technician[; and];
36          [(vi) except emergency medical dispatchers, other types of emergency medical service
37     personnel as the committee considers necessary;]
38          (b) a method to monitor the certification status and continuing medical education hours
39     for emergency medical dispatchers; and
40          (c) guidelines for giving credit for out-of-state training and experience.
41          (2) The department shall, based on the requirements established in Subsection (1):
42          (a) develop, conduct, and authorize training and testing for emergency medical service
43     personnel;
44          (b) issue a license and license renewals to emergency medical service personnel other
45     than emergency medical dispatchers; and
46          (c) verify the certification of emergency medical dispatchers.
47          (3) The department shall coordinate with the Department of Human Services
48     established in Section 62A-1-102, and local mental health authorities described in Section
49     17-43-301, to develop and authorize initial and ongoing licensure and training requirements for
50     licensure as a:
51          (a) behavioral emergency services technician; and
52          (b) advanced behavioral emergency services technician.
53          (4) As provided in Section 26-8a-502, an individual issued a license or certified under
54     this section may only provide emergency medical services to the extent allowed by the license
55     or certification.
56          (5) An individual may not be issued or retain a license under this section unless the
57     individual obtains and retains background clearance under Section 26-8a-310.
58          (6) An individual may not be issued or retain a certification under this section unless

59     the individual obtains and retains background clearance in accordance with Section
60     26-8a-310.5.
