10-8-30.Traffic regulations.
They may regulate the movement of traffic on the streets, sidewalks and public places,
including the movement of pedestrians as well as of vehicles, and the cars and engines of
railroads, street railroads and tramways, and may prevent racing and immoderate driving or
riding.
