Article XXIV, Section 4. [Fines, penalties and forfeitures due the territory -- Debts
of the territory.]
All fines, penalties and forfeitures accruing to the people of the United States in the
Territory of Utah, shall inure to this State, and all debts, liabilities and obligations of said
Territory shall be valid against the State, and enforced as may be provided by law.
