Chair Madsen called the meeting to order at 4:12 p.m.

 

MOTION:      Sen. Madsen moved to approve the minutes of the February 6, 2014 meeting.  The motion passed unanimously with Sen. Hillyard and Sen. Urquhart absent for the vote.    

 

S.B. 112S01    Game Fowl Fighting Amendments (Sen. G. Davis)

 

Sen. Davis explained the bill to the committee.

 

Spoke for the bill:                   Gene Barerschmitdt, Executive Director, Humane Society of Utah

 

Spoke against the bill:             David Deveriaux, Spokesperson, Allegro Game Development Network                 

 

MOTION:      Sen. Thatcher moved to pass the bill out favorably.  The motion passed with Sen. Madsen voting in opposition.

 

S.B.  138         Controlled Substances Act Amendments               

 

Sen. Vickers explained the bill to the committee.     

 

MOTION:      Sen. Hillyard moved to pass the bill out favorably.  The motion passed unanimously.

 

MOTION:      Sen. Hillyard moved the bill be placed on the Consent Calendar. The motion passed unanimously.

 

 

S.B. 178          Controlled Substance Database Modifications (Sen. E. Vickers)

 

Sen. Vickers explained the bill to the committee.

 

MOTION:      Sen. Hillyard moved to pass the bill out favorably.  The motion passed unanimously.

 

S.B. 173          Child Protection Amendments (T. Weiler)

 

Sen. Weiler explained the bill to the committee.

 

MOTION:      Sen. Weiler moved to replace S.B. 173 with 1st Sub. S.B. 173. The motion passed unanimously with Sen. Urquhart absent for the vote.

Spoke for the bill:       Nells Abramson, Citizen

                                    Amy Olglsby, Citizen

 

MOTION:      Sen. Hillyard moved to amend 1st Sub. S.B.173. The motion passed unanimously with Sen. Urquhart absent for the vote.  

 

MOTION:      Sen. Weiler moved to pass 1st Sub. S.B. 173, as amended, out favorably.  The motion passed unanimously with Sen. Urquhart absent for the vote.                       

 

S.B. 20                        Emergency Vehicle Operator Duty of Care Revisions (Rep. B. Dee)

 

Rep. Dee explained the bill to the committee.

 

Spoke for the bill:                   Adam Troop, Utah Association of Counties 

 

Spoke against the bill:             Raeghn Torrie, Citizen

 

MOTION:      Sen. Thatcher moved to adjourn.  The motion passed unanimously with Sen. Hillyard, Sen. Jones, and Sen. Urquart absent for the vote.
