Chair Henderson called the meeting to order at 8:11 a.m.

 

MOTION:  Sen. Jenkins moved to approve the minutes of the February 6, 2014 meeting.  The motion passed unanimously with Sen. Stephenson, Sen. Bramble, and Sen. Davis absent for the vote.

 

S.B. 60         Fuel Excise Tax Amendments (Sen. J. Valentine)

    

Sen. Valentine explained the bill to the committee.

 

Spoke for the bill:       Andrew Jackson, Executive Director, Metropolitan Planning Operations

                                    Andrew Gruber, Executive Director, Wasatch Front Regional Council

                                    Frank Gardner, Executive Director, Utah Association of Counties

                                    Roger Tew, League of Cities and Towns

                    

MOTION:  Sen. Valentine moved to pass the bill out favorably.  The motion passed unanimously with Sen. Bramble and Sen. Davis absent for the vote.

 

S.B. 2           Joint Resolution on Legislative Power (Sen. A. Osmond)

 

Sen. Osmond explained the bill to the committee.

Spoke against the bill:             Mark Mickelson, Executive Director, Utah Education Association  

 

MOTION:  Sen. Stephenson moved to proceed to the next item on the agenda. The motion passed unanimously with Sen. Valentine and Sen. Davis absent for the vote.

 

S.B. 136       Local Elections Amendments (Sen. H. Stephenson)

 

Sen. Stephenson explained the bill to the committee.

 

MOTION:   Sen. Stephenson moved to amend the bill as follows:

 

I.                    Page 3, Line 80:         


                                       80      (15)  "Local tax law" means a local law  , passed by a political subdivision with an annual or biannual calendar fiscal year,   that increases a tax or imposes a new tax.

                  

                        The motion passed unanimously with Sen. Bramble, Sen. Davis, and Sen. Valentine absent for the vote.

 

                        MOTION:    Sen. Harper moved to amend the bill as follows:

 

                                   

I.                    Page 7, Lines 205 through 206:         


                                       205    (1)  An election officer   {shall}    may   administer an election on a referendum challenging a local

                                       206 tax law entirely by absentee ballot.

 

                        The motion passed unanimously with Sen. Davis, and Sen. Valentine absent for the vote.

MOTION:  Sen. Stephenson moved to pass the bill out favorably.  The motion passed

S.B. 180          Property Tax Modifications (Sen. W. Harper)

 

Sen. Harper explained the bill to the committee.

 

MOTION:   Sen Harper moved to replace S.B. 180 with 1st Sub. S.B. 180. The motion passed unanimously with Sen. Valentine absent for the vote.

 

Spoke to the bill:         Von Christensen, Financial Audit Director, Utah State Auditor’s Office

 

MOTION:  Sen. Harper moved to pass the bill out favorably.  The motion passed unanimously with Sen. Valentine absent for the vote.

 

 

 

 

 

S.B. 182          Motor Fuel Tax Revisions (Sen. J. Dabakis)

 

Not considered.

 

MOTION:   Sen. Bramble moved to adjourn.  The motion passed unanimously with Sen. Valentine absent for the vote.
