Chair Henderson called the meeting to order at 8:11 a.m.
MOTION: Sen. Jenkins moved to approve the minutes of the February 6, 2014 meeting. The motion passed unanimously with Sen. Stephenson, Sen. Bramble, and Sen. Davis absent for the vote.
S.B. 60 Fuel Excise Tax Amendments (Sen. J. Valentine)
Sen. Valentine explained the bill to the committee.

S.B. 136 Local Elections Amendments (Sen. H. Stephenson)
Sen. Stephenson explained the bill to the committee.
MOTION: Sen. Stephenson moved to amend the bill as follows:

Page 3, Line 80:
80 (15) "Local tax law" means a local law , passed by a political subdivision with an
annual or biannual calendar fiscal year, that increases a tax or imposes a new tax.
The
motion passed unanimously with Sen. Bramble, Sen. Davis, and Sen. Valentine
absent for the vote.
MOTION: Sen.
Harper moved to amend the bill as follows:

Page 7, Lines 205 through 206:
205 (1) An election officer {shall} may administer an election on a referendum
challenging a local
206 tax law
entirely by absentee ballot.
The
