Chair Madsen called the meeting to order at 4:15 p.m.

 

MOTION:  Sen. Weiler moved to approve the minutes of the February 11, 2014 meeting.  The motion passed unanimously with Sen. Robles, Sen. Jones, and Sen. Thatcher absent for the vote.    

 

S.B. 92         Metal Theft Amendments (Sen. G. Davis)

 

Sen. Davis explained the bill to the committee.

 

MOTION:   Sen. Robles moved to amend S.B. 92 as follows:

 

I.                    Page 1, Line 13:         


             13 regulated metal apply also to persons who refine or melt regulated metals;   

                 provides a definition of a metals refiner;  and


 

2.             Page 2, Line 48:         


                                       48   metal  , but does not include an individual or business that primarily uses ore, concentrate, or other primary materials in refining, melting, or producing any regulated metal  .

 

The motion passed unanimously with Sen. Jones and Sen. Thatcher absent for the vote.

 

Spoke to the bill:         Todd Bingham, President, Utah Manufacturers Association

                                    Candice Daly, Institute of Scrap Recycling Industries

 

MOTION:  Sen. Jones moved to pass the bill out favorably.  The motion passed unanimously.

 

H.B. 291S01   State Laboratory Drug Testing Account Amendments (Rep. R. Menlove)

 

Rep. Menlove explained the bill to the committee.

 

Spoke to the bill:         Brent Curtis, Assistant Director, Health Laboratory, Utah Department of Health

                                    Kim Gibb, Bureau Chief, Department of Public Safety

                                    David Patton, Executive Director, Utah Department of Health       

 

MOTION:  Sen. Robles moved to pass the bill out favorably.  The motion passed with

                     Sen.Urquhart voting in opposition.

 

H.B. 30        Controlled Substances Amendments (Rep. P. Ray)

 

Rep. Ray explained the bill to the committee.

 

Spoke to the bill:         Scott Stephenson, Director, Department of Public Safety/Peace Officers Standard and Training

 

MOTION:  Sen. Jones moved to pass the bill out favorably.  The motion passed with Sen. Madsen voting in opposition and Sen. Urquhart and Sen. Weiler absent for the vote.

 

H.B. 48        Reports on Alternative Sentencing (Rep. S. Duckworth)

 

Rep. Ray explained the bill to the committee.

 

MOTION:  Sen. Robles moved to pass the bill out favorably.  The motion passed unanimously with Sen. Jones, Sen. Urquhart, and Sen. Weiler absent for the vote.

 

H.B. 270      Peace Officer Certificates (Rep. R. Greenwood)

 

Rep. Greenwood explained the bill to the committee.

 

MOTION:  Sen. Thatcher moved to pass the bill out favorably.  The motion passed unanimously with Sen. Urquhart, and Sen. Weiler absent for the vote.

 

MOTION:   Sen. Robles moved to adjourn.  The motion passed unanimously with Sen.Urquhart

                     and Sen. Weiler absent for the vote.

 

Chair Madsen adjourned the meeting at 5:09 p.m.
