Chair Bramble called the meeting to order at 2:10 p.m. and announced that S.B. 56, Risk Management Amendments (C. Bramble) and H.B. 40, Beer Excise Tax Revenue Amendments (J. Draxler) will not be heard today.
MOTION: Sen. Davis moved to approve the minutes of the February 4 and 5, 2014 meetings. The motion passed unanimously with Sen. Hinkins absent for the vote.

137 Health Care Professional
Truth in Advertising (T.Weiler)
MOTION: Sen. Weiler moved to adopt 1st Sub. S.B. 137. The motion passed unanimously with Sen. Hinkins absent for the vote.
MOTION: Sen. Bramble moved to adopt the following amendments:
I.
Page 3, Lines 64 through 65:
64 (g) "Patient encounter" means an
interaction in a health
care facility, health care clinic or office, or other location as defined by
the division by rule, in which a patient can see a health
care
65 provider delivering services directly
to a patient.

Page 3, Lines 78 through 83:
78 (A) of a solo health care provider; or
79 (B) of a single type of health care provider {; or} .
80 {(C) with no more than two types of health care
providers in which each patient
is seen
81 by
only one health care provider in the office, a patient does not receive
services
from another
82 health
care provider in the office, and the health care providers do not provide cross
coverage
83 of
services for the patients of other health care providers in the office.}
The motion passed with Sen. Henderson voting in opposition and Sen. Hinkins absent for the vote.
Sen. Weiler explained the bill to the committee assisted by Michelle McOmber, CEO, Utah Medical Association.
MOTION: Sen. Weiler moved to amend the bill as follows:

Page 3, Lines 68 through 72:
68 (3) A health care provider's identification may
be covered if required under sterilization
69 or
isolation protocols.
70 (4)
A health care provider is not required to wear identification:
71 (a) if wearing identification would jeopardize
the health care provider's safety;

72 (b) (i)
in an office in which:

motion passed unanimously.

MOTION: Sen. Weiler moved to pass the bill out favorably as amended. The motion passed
with Sen. Henderson voting in opposition.

Sub. H.B. 24 Insurance Related Amendments (J. Dunnigan)
MOTION: Sen. Bramble moved to adopt 2nd Sub. H.B. 24. The motion passed unanimously.
Sen. Bramble explained the bill to the committee assisted by Todd Kiser, Insurance Commissioner and Tanji Northrup, Assistant Insurance Commissioner
MOTION: Sen. Bramble moved to pass the bill out favorably. The motion passed unanimously.
Sen. Bramble resumed the Committee Chair.
S.B. 58 Carbon Monoxide Detection Amendment (J. Dabakis)
Sen. Dabakis explained the bill to the committee assisted by Roger Evans.
Coy Porter, State Fire Marshal’s Office answered questions from the committee.
Bruce Williams, State Office of Education further clarified the bill.
MOTION: Sen. Davis moved to pass the bill out favorably. The motion was withdrawn.
Roger Evans and Bruce Williams answered further questions from Sen. Valentine and
other members of the committee.
MOTION: Sen. Davis moved to pass the bill out favorably. The motion passed unanimously.
MOTION: Sen. Hinkins moved to adjourn. The motion passed unanimously.
