Chair Dayton called the meeting to order at 4:05 a.m.



S.B. 86Legislative per Diem Revision (Sen. Hillyard)

 

Sen. Hillyard explained the bill to the committee.


MOTION:     Sen. Hillyard moved to pass S.B. 86 out favorably. The motion passed unanimously with Sen. Tatcher absent for the vote.


1st Sub. H.B. 59         National Guard Program Amendments (V. Peterson)


Rep. Peterson explained the bill to the committee.


MOTION: Sen. Van Tassell moved to approve the minutes of the February 12 meeting. The motion passed unanimously with Sen. Thatcher absent for the vote.


MOTION:     Sen. Hillyard moved to amend the bill as follows:

                                                         124        applicable state and federal law.

                                Section 8. Section 39-9-108 is enacted to read:

                                39-9-108. State and local sales and use taxes.

                              (1) Program operations are not subject to direct taxation by state or

                       local tax authorities.

                              (2) Retail sales within the program are not subject to state sales and use taxes.

 

            The motion passed unanimously with Sen. Thatcher absent for the vote.

 

MOTION:     Sen. Van Tassell moved to pass the bill out favorably. The motion passed unanimously with Sen. Thatcher absent for the vote.

 

S.J.R. 8          Joint Resolution on Term of Appointed Lieutenant Governor (S. Urquhart)

 

Sen. Urquhart explained the bill to the committee.

MOTION:     Sen. Van Tassell moved to replace S.J.R. 8 with 1st Sub. S.J.R. 8. The motion passed unanimously.

 

MOTION:     Sen. Van Tassell moved to pass the bill out favorably. The motion passed unanimously.

 

MOTION:     Sen. Van Tassell moved to place 1st Sub. S.J.R. 8 on the Consent Calendar.

 

Chair Dayton announced that 1st Sub. H.B. 245 State Fire Code Amendments (J. Dunnigan) was moved to another committee.

 

H.B. 39           Election Law – Independent Expenditures Amendments (D. Sagers)

 

Sen. Vickers and Rep. Sagers explained the bill to the committee.

MOTION: Sen. Van Tassell moved to pass the bill out favorably. The motion passed unanimously with Sen. Hillyard absent for the vote.

 

S.B. 47Emergency Management Act Amendments (W. Harper) was not heard today.

 

1st Sub. H.J.R. 10     Joint Rules Resolution Regarding a Long-term Planning Conference (B. Wilson) was not heard today.

 

 

 

 

MOTION:     Sen. Van Tassell moved to adjourn. The motion passed unanimously with Sen. Hillyard absent for the vote.
