Chair Jenkins called the meeting to order at 8:15 a.m.

MOTION: Sen. Hinkins moved to approve the minutes of the February 14 and February 19, 2014 meetings. The motion passed unanimously with Sen. Christensen and Sen. Dabakis absent for the vote.

S.B. 196 Medical Waste Incineration Prohibition (Sen. T. Weiler)

MOTION: Sen. Vickers moved to replace the bill with 1^st Sub. S.B. 196. The motion passed unanimously.

Sen. Weiler explained the bill to the committee.

Spoke for the bill: Carl Ingwell, Utah Clean Air Alliance

MOTION: Sen. Knudson moved to pass the bill out favorably. The motion passed unanimously.

MOTION: Sen. Knudson moved to recess for 10 minutes. The motion passed unanimously

S.J.R. 4 Joint Resolution on Water rights on Grazing Lands (K. Van Tassell)

Sen. Van Tassell explained the bill to the committee.
