Chair Van Tassell called the meeting to order at 4:10 p.m.

 

MOTION:  Sen. Dayton moved to approve the minutes of the February 11, 2014 meeting.  The motion passed unanimously.

 

S.B.  139      Transportation Funding Revisions (W. Harper)

                    

MOTION:  Sen Harper moved to adopt 1st Sub. S.B. 139.  The motion passed unanimously.

 

Sen. Harper explained the bill to the committee:

Spoke for the bill;       Sam Quinn, Wasatch Regional Council

 

Spoke against the bill: Maryann Martindale, Alliance for A Better Utah

                                     Steve Foxley, Attorney, Alliance of Auto Manufacturers

                                   

MOTION:  Sen. Harper moved to pass the bill out favorably.  The motion passed with Sen. Van Tassell and Sen. Harper voting for the bill and Sen. Dayton voting in opposition.

 

H.B.  62       Recreational Vehicle Title Amendments  (D. Ipson)

                    

Rep. Ipson explained the bill to the committee.

 

Spoke for the bill:       Wayne Jones, Utah Automobile Dealers Association

 

MOTION:   Sen. Harper moved to pass the bill out favorably.  The motion passed unanimously.

 

MOTION:   Sen. Harper moved to place the bill on the Consent Calendar.  The motion passed unanimously.

 

 H.B.  80      Speed Limit Amendments  (J. Dunnigan)

 

Sen. Dunnigan explained the bill to the committee assisted by Linda Hull, Utah Department of Transportation.

 

Spoke for the bill:       Bryant Bird, Division of Air Quality

Spoke against the bill: Rolayne Fairclough, AAA Utah

                                    (A handout was distributed)

 

MOTION:   Sen. Harper moved to pass the bill out favorably.  The motion passed unanimously with Sen. Dayton absent for the vote.

 

 

MOTION:   Sen. Harper moved to adjourn.  The motion passed unanimously with Sen. Dayton absent for the vote.
