Chair Reid called the meeting to order at 4:20 p.m.

 

S.B. 219       Public Education Utah Professional Practices Advisory Commission (Sen. D. Henderson)

 

MOTION:  Sen. Osmond moved to amend the bill as follows:

 

1.                  Page 2, Line 29:         


             29               5A-6-302.    UPPAC members --   {Executive secretary.}    Secretary.   


 

2.             Page 2, Lines 40 through 43: 


             40               (1)  UPPAC shall consist of:

             41               (a)  a nonvoting   {executive}   secretary; and

             42               (b)  at least 11 voting members, as defined by board rule in accordance with Subsection

             43        (2).


 

3.             Page 2, Lines 44 through 47: 


                                     44                    (2) (a)  Members who are   a community member or  a parent or guardian of a

                                              child enrolled in a Utah public

                                     45      school shall make up the majority of the voting members described in Subsection (1)(b).

                                     46             (b)  A voting member who is an educator may not be counted toward the majority

                                     47      described in Subsection (2)(a).


 

4.         Page 2, Lines 48 through 49:     


                                     48             (3) (a)  The state superintendent shall   {recommend}    appoint   an office

                                              member   {for the board to

                                     49      consider appointing}   as the   {executive}   secretary described in Subsection

                                              (1)(a).

The motion passed with Sen. Madsen, Sen. Stephenson and Sen. Stevenson absent for the vote.

Sen. Henderson explained the bill to the committee. “UPPAC advises the State Board who is the licensing authority” was distributed to the committee.

MOTION:  Sen. Madsen moved to pass the bill out favorably. The motion passed with Sen. Jones voting in opposition and Sen. Urquhart absent for the vote.

 

S.B. 16         Veterans Tuition Gap Coverage (Sen. L. Robles)

 

Sen. Robles explained the bill to the committee.

MOTION:  Sen. Jones moved to pass the bill out favorably. The motion passed unanimously                           with Sen. Urquhart absent for the vote.

S.B. 91         School District Modifications (Sen. W. Harper)

 

Sen. Harper explained the bill to the committee.

 

MOTION:   Sen. Jones moved to proceed to the next item on the agenda. The motion failed with Sen. Madsen, Sen. Osmond and Sen. Stephenson voting in opposition and Sen. Urquhart absent for the vote.

 

Spoke against the bill:             Brian Allen, lobbyist, Cottonwood Heights City

                                                Kim Abbott, citizen   

 

MOTION:   Sen. Osmond moved to amend the bill by repealing from the draft legislation the following sections: 53A-2-117; 53A-2-118; 53A-2-118.1; and 53A-2-120. The motion failed with Sen. Reid, Sen. Jones, Sen. Stevenson and Sen. Urquhart voting in opposition.

 

MOTION:   Sen. Osmond moved to pass the bill out favorably. 

 

SUBSTITUTE MOTION:   Sen. Urquhart moved to proceed to the next agenda item. The

                                                motion passed unanimously.

 

S.B. 157       School-based Budgeting Amendments (Sen. H. Stephenson)

 

Sen. Stephenson explained the bill to the committee. “School-based Budgeting” was distributed to the committee.

 

Spoke for the bill:                   Judi Clark, Executive Director, Parents for Choice of Education     

 

Spoke against the bill:             Steve Van Maren, citizen                   

 

MOTION:  Sen. Stephenson moved to pass the bill out favorably.  The motion passed with Sen. Jones voting in opposition and Sen. Urquhart absent for the vote.

 

S.B. 181       Online Course Reporting Requirements (Sen. H. Stephenson)

 

Sen. Stephenson explained the bill to the committee.

 

MOTION:  Sen. Stephenson moved to pass the bill out favorably.  The motion passed unanimously with Sen. Urquhart absent for the vote.

 

MOTION:  Sen. Madsen moved to adjourn.  The motion passed unanimously with Sen. Urquhart absent for the vote.
