Chair Reid called the meeting to order at 8:07 a.m.

 

MOTION:  Sen. Osmond moved to approve the minutes of the February 24, 2014 and February 25, 2014 meetings.  The motion passed unanimously with Sen. Madsen and Sen. Urquhart absent for the vote.    

 

Chair Reid relinquished the chair to Sen. Osmond.

 

S.J.R. 12      Joint Resolution on State Superintendent of Public Instruction (Sen. S. Reid)

 

Sen. Reid explained the resolution to the committee.

 

Spoke against the bill:             Dr. Martell Menlove, State Superintendent of Public Instruction

                                                Peter Cannon, citizen 

 

MOTION:  Sen. Stephenson moved to pass the bill out favorably.  The motion passed unanimously with Sen. Madsen and Sen. Urquhart absent for the vote.    

 

Acting Chair Osmond relinquished the chair to Sen. Reid.

 

Chair Reid announced that, at the sponsor's request, S.B. 236 would not be considered.

 

S.B. 104       Improvement of Reading Instruction (Sen. A. Osmond)

 

MOTION:   Sen. Osmond moved to amend the bill as follows:

 

1.               Page 1, Lines 12 through 13: 


             12               {    provides for the expansion of a reading clinic based at the University

                                       of Utah,

13          College of Education, to satellite sites in Weber and Iron Counties; and}   


 

2.                  Page 1, Line 22:         


22                      from the Education Fund,   {$975,000}    $475,000  .


 

3.                  Page 2, Lines 51 through 53: 


             51               (4)  The clinic shall provide these services [on-site] at [the University of Utah] a base

             52        site in Salt Lake County  {, satellite sites in Weber and Iron Counties,}   and

                        through remote access

53          interactive technology to reach educators, parents, and students throughout the state.

The motion passed unanimously with Sen. Madsen, Sen. Stevenson, and Sen. Urquhart absent for the vote. 

 

Sen. Osmond explained the bill to the committee. "Schools Receiving UURC Year-long Professional Development in 2013-2014," "Utah lawmakers invited into deaf, blind classroom as school asks for funding," and "University of Utah Reading Clinic" were distributed to the committee.

MOTION:  Sen. Osmond moved to pass the bill out favorably.  The motion passed unanimously with Sen. Stevenson absent for the vote.

 

S.B. 122       Parental Rights and Accountability (Sen. A. Osmond)

 

Sen. Osmond explained the bill to the committee.

 

MOTION:   Sen. Osmond moved to replace S.B. 122 with 1st Sub. 122. The motion passed unanimously with Sen. Stevenson absent for the vote.

 

MOTION:   Sen. Osmond moved to amend the bill as follows:

 

1.                   Page 2, Line 39: 


39      (ii)  the educational needs of   other  students.


 

2.        Page 3, Lines 57 through 58:      


                    57             (5)  An LEA shall reasonably accommodate the request of a student's parent or guardian

                    58     to excuse the student from attendance for a family   {vacation}    event   or visit to a health care provider,

Sen. Thatcher explained the bill to the committee.

S.B. 241       School Records Amendments (Sen. G. Froerer)

 

Rep. Froerer explained the bill to the committee.

MOTION:  Sen. Osmond moved to pass the bill out favorably.  The motion failed with Sen. Madsen, Sen. Stephenson and Sen. Reid voting in opposition and Sen. Stevenson absent for the vote.

 

S.B. 74         Career and Technical Education Funding for Charter Schools (Sen. J. Adams)

 

Sen. Adams explained the bill to the committee.

MOTION:  Sen. Jones moved to adjourn. The motion passed unanimously with Sen. Stevenson absent for the vote.
