Chair Dayton called the meeting to order at 8:39 a.m.


There were no minutes to approve.


Chair Dayton announced that at the request of the sponsor, S.B. 141 would not be heard today.


S.B. 245 Internet Voting Pilot Project Amendments (C. Bramble)


MOTION: Sen. Van Tassell moved to amend the bill as follows:


1. Page 2, Lines 28 through 33:


28 20A-6-103. Internet voting pilot project.

29 Notwithstanding any [other provisions] provision of this title[, any] to the contrary, a

30 county may[, if selected by the Department of Defense, participate in the Federal Voting

31 Assistance Program pilot project to] allow a covered voter, as defined in Section 20A-16-102,

32 or a voter with a disability, as { that term is used in Public Law 107-252, the Help America Vote

33 Act of 2002} defined in 42 U.S.C. Sec. 12102(1) , to register to vote, and [cast their votes] vote , electronically.


The motion passed unanimously with Sen. Thatcher and Sen. Robles absent for the vote.

H.B. 311 Budgeting Amendments (B. Wilson)


Rep. Wilson explained the bill to the committee.

MOTION: Sen. Thatcher moved to pass the bill out favorably. The motion passed unanimously with Sen. Robles for the vote.


MOTION: Sen. Thatcher moved to place H.B. 311 on the Consent Calendar. The motion passed unanimously with Sen. Robles absent for the vote.


1st Sub. H.J.R. 11 Joint Rules Resolution on Budget Process Amendments (B. Wilson)


Rep. Wilson explained the bill to the committee.

MOTION: Sen. Van Tassell moved to pass the bill out favorably. The motion passed unanimously with Sen. Robles absent for the vote.


MOTION: Sen. Van Tassell moved to place 1st Sub. H.J.R. 11 on the Consent Calendar. The motion passed unanimously with Sen. Robles absent for the vote.


H.B. 102 Assessment Area Amendments (R. Webb)


Rep. Webb explained the bill to the committee.


MOTION: Sen. Van Tassell moved to amend the bill as follows:

1. Page 20, Lines 588 through 594:

588 (B) for a period of five years, beginning on the day on which the local entity adopts the

589 initial assessment resolution or ordinance described in Subsection (1)(a)(i)[.]; and

590 (iii) may not levy an assessment on a residential property for the economic promotion

591 activities {;} .

592 {(iv) may not use taxable value as the assessment method; and

593 (v) shall use an assessment method that fairly and equitably reflects the growth in

594 economic activity received by the benefitted property. }


The motion passed unanimously.
