Chair Bramble called the meeting to order at 4:20 p.m.

 

MOTION:   Sen. Mayne  moved to approve the minutes of the March 3, 2014 meeting.  The       motion passed unanimously with Sen. Henderson, Sen. Valentine, Sen. Weiler and  Sen. Davis absent for the vote.

  

S.B.  170       Education Loan Amendments  (P. Knudson)

 

MOTION:     Sen. Knudson moved to adopt 1st Sub. S.B. 170.  The motion passed unanimously with Sen. Henderson, Sen. Valentine, Sen. Weiler and Sen. Davis absent for the vote.

 

Sen. Knudson explained the bill to the committee assisted by James Lear

1st Sub. H.B.  376  Alcohol Revisions  (R. Wilcox)

 

Rep. Wilcox explained the bill to the committee.      

 

MOTION:  Sen. Valentine moved to pass the bill out favorably.  The motion passed unanimously with Sen. Weiler absent for the vote.

 

MOTION:  Sen. Valentine moved to place the bill on the Consent Calendar.  The motion passed unanimously with Sen. Weiler absent for the vote.

 

Sen. Henderson assumed the Committee Chair.

 

1st Sub. H.B. 312        Dramshop Amendments  (V. Snow)

                    

Rep. Snow explained the bill to the committee.

MOTION:  Sen. Valentine moved to amend the bill as follows:

 

1.                  Page 3, Lines 73 through 81: 


             73        (5) (a)  On or after July 1,   {2014}    2015  , a retail licensee shall comply with the changes made in

             74        this bill related to dramshop insurance coverage as follows:

             75        (i)  for an initial retail license, at the time the application is submitted for the new retail

             76        license; and

             77        (ii)  for a renewal of a retail license, at the time the retail licensee renews its insurance

             78        policy that includes dramshop insurance coverage or obtains a new insurance policy that

             79        includes dramshop insurance coverage, but by no later than July 1,   {2015}    2016  .

             80        (b)  The department shall include in its notification of the time to renew a retail license,

             81        a notice of the new dramshop insurance coverage amounts in this bill.


 

 

2.         Page 5, Lines 127 through 135: 


                               127        (6) (a)  On or after July 1,   {2014}    2015  , a resort licensee shall comply with the changes made in

                               128 this bill related to dramshop insurance coverage as follows:

                               129        (i)  for an initial resort license, at the time the application is submitted for the new

                               130 resort license; and

                               131        (ii)  for a renewal of a resort license, at the time the resort licensee renews its insurance

                               132 policy that includes dramshop insurance coverage or obtains a new insurance policy that

                               133 includes dramshop insurance coverage, but by no later than July 1,   {2015}    2016  .

                               134        (b)  The department shall include in its notification of the time to renew a resort license,

                               135 a notice of the new dramshop insurance coverage amounts in this bill.

MOTION:  Sen. Davis moved to place the bill on the Master Study Resolution.

 

SUBSTITUTE MOTION:  Sen. Valentine moved to pass the bill out favorably as amended and

to place it on the Master Study Resolution.  The motion passed unanimously with Sen. Bramble absent for the vote.

 

1st Sub. H.B.  207       Massage Therapy Act Amendments   (B. Greene)

 

Rep. Greene explained the bill to the committee and answered questions from the committee.

1st Sub. H.B.  117       Patent Infringement Amendments    (M. McKell)

 

MOTION:   Sen. Valentine moved to adopt 2nd Sub. H.B. 117.  The motion passed unanimously with Sen. Bramble absent for the vote.

 

Rep. McKell explained the bill to the committee.

 

MOTION:   Sen.Mayne moved to pass the bill out favorably.  The motion passed unanimously with Sen. Bramble and Sen. Valentine absent for the vote.

 

MOTION:   Sen. Hinkins moved to adjourn.  The motion passed unanimously with Sen. Bramble and Sen. Valentine absent for the vote.
