Sen. Christensen called the meeting to order at 4:20 p.m.

 

MOTION:  Sen. Thatcher moved to approve the minutes of the March 6, 2014 meeting. The motion passed unanimously.

 

H.B. 367S02   Physical Therapy Scope of Practice Amendments (Rep. G. Hughes)

 

This bill was not considered.

 

H.B. 251S01   Unsworn Declaration Amendments (Rep. K. McIff)

 

Rep. McIff explained the bill to the committee.

 

MOTION:  Sen. Shiozawa moved to pass the bill out favorably. The motion passed unanimously.

 

S.B. 258       Educator Licensure Amendments (Sen. J. Stevenson)

 

MOTION:   Sen. Thatcher moved to amend the bill as follows:

1.         Page 1, Lines 12 through 13:     


             12          {  provides that a teacher who provides distance learning is not required to obtain a

             13        license issued by the State Board of Education under certain circumstances; and}   


 

2.         Page 1, Line 24: 


             24          {, Utah Code Annotated 1953}   


 

3.         Page 2, Lines 28 through 41:     


                                       28     {    Section 1.  Section 53A-6-113 is enacted to read:

                                       29          53A-6-113.  Distance learning -- License requirements.

                                       30   (1)  As used in this section, "distance learning" means instruction of curriculum that is:

                                       31   (a)  aligned with the core curriculum standards established by the board; and

                                       32   (b)  delivered from a remote location across state lines.

                                       33   (2)  A teacher who provides distance learning to a student in Utah is not required to

                                       34   hold a license if:

                                       35   (a)  the teacher holds a teaching credential issued by another state for the grade level

                                       36   and subject taught to a Utah student;

                                       37   (b)  the teacher is employed at a school in the state where the teacher's teaching

                                       38   credential was issued; and

                                       39   (c)  the out-of-state school where the teacher is employed is accredited by the

                                       40   accrediting body that accredits public schools in Utah pursuant to board rule.} 

                                       41          Section   {2}    1  .  Section 53A-6-114 is enacted to read:
