Chair Bramble called the meeting to order at 4:25 p.m. and announced that S.B. 146 will not be heard today.

 

MOTION:  Sen. Mayne moved to approve the minutes of the March 6, 2014 meeting.  The motion passed unanimously with Sen. Davis, Sen. Henderson and Sen. Weiler   absent for the vote.    

 

1st Sub. H.B. 357        Budgetary Amendments   (R. Menlove)

 

Rep. Menlove explained the bill to the committee.

 

MOTION:   Sen. Hinkins moved to pass the bill out favorably.  The motion passed unanimously with Sen. Davis, Sen. Henderson and Sen. Weiler absent for the vote.

 

1st Sub. H.B.  133       Contingent Management for Federal Facilities  (D. Lifferth)

 

Rep. Lifferth explained the bill to the committee.

 

MOTION:   Sen. Hinkins moved to pass the bill out favorably.  The motion passed unanimously with Sen. Davis and Sen. Henderson absent for the vote.

 

Sen. Weiler assumed the committee chair.

 

S.B.  271      Postjudgment Interest Amendments  (C. Bramble)

 

Sen. Bramble explained the bill to the committee.

2nd Sub. H.B.  246      Failure to Report Contributions or Public Service Assistance     

                                    (C. Hall)

 

Rep. Hall explained the bill to the committee.

 

MOTION:  Sen. Bramble moved to adopt 3rd Sub. H.B. 246.  The motion passed unanimously with Sen. Davis, Sen. Henderson and Sen. Mayne absent for the vote.

 

Sen. Bramble further explained the bill.

 

MOTION:  Sen. Bramble moved to amend the bill as follows:

2.         Page 14, Line 410:

           


                        410           (7)  Nothing in this chapter creates a third-party cause of action or appeal rights.

  Section 9. Immediate effective date. 

  If approved by two-thirds of all the members elected to each house, this bill takes effect upon approval by the governor, or the day following the constitutional time limit of Utah Constitution, Article VII, Section 8, without the governor's signature, or in the case of a veto, the date of veto override.    

 

The motion passed unanimously with Sen. Davis and Sen. Mayne absent for the vote.

 

Motion:  Sen. Bramble moved to pass out 3rd Sub. 246 favorably.  The motion passed

                unanimously with Sen. Davis and Sen. Mayne absent for the vote.

 

S.B.  152      Highway Sponsorship Program Act   (J. Knotwell)

 

Rep. Knotwell explained the bill to the committee.

 

MOTION:   Sen. Hinkins moved to pass the bill out favorably.  The motion passed unanimously

                     with Sen. Davis and Sen. Mayne absent for the vote.

 

4th Sub. 112    Regulation of Electric Cigarettes  (Ray)

 

 

 

MOTION:  Sen. Davis moved to adopt 8th Sub. H.B. 112.  The motion failed with Sen. Bramble, Sen. Davis and voting in favor and Sen. Henderson, Sen. Hinkins, and Sen. Weiler voting in opposition.

 

Sen. Weiler assumed the committee chair.

 

Rep. Ray continued to explain the bill.

MOTION:  Sen. Henderson moved to adopt 1st Sub. H.B 394.  The motion passed unanimously.

 

Rep. Dunnigan explained the bill assisted by Thomas Vaughn, Office of Legislative Research and General Counsel.

 

MOTION:  Sen. Weiler moved to pass the bill out favorably.  The motion passed unanimously with Sen. Hinkins absent for the vote.

 

1st Sub. H.B.  324       Ortho-bionic Exemption Amendments  (B. Wilson)

 

The bill was not considered.

 

1st Sub. H.B.  302       Voting Records Amendments  (R. Edwards)

 

MOTION:  Sen. Weiler moved to adopt 2nd Sub. H.B. 302.  The motion passed unanimously with Sen. Henderson and Sen. Hinkins absent for the vote.
