Sen. Reid assumed the Committee Chair and called the meeting to order at 8:12 a.m.

 

MOTION:  Sen. Jones moved to approve the minutes of the February 27, 2014 meeting.  The motion passed unanimously with Sen. Osmond, Sen. Okerlund, Sen. Knudson and Sen. Stevenson absent for the vote.

    

H.B.  72       Higher Education Grievance Procedure Amendments  (M. Wheatley)

 

Rep. Wheatley explained the bill to the committee.

 

Spoke for the bill:       Lauren Scholnick, Attorney, Utah Association for Justice

 

Chair Osmond resumed the Committee Chair.

 

MOTION:  Sen. Mayne moved to pass the bill out favorably.  The motion passed unanimously with Sen. Stevenson absent for the vote.

 

1st Sub. H.B.  81         Parental Review of Statewide Summative Test Questions  (M. Kennedy)

 

Rep. Kennedy explained the bill to the committee.

 

Sen. Weiler further explained the bill.

S.B. 258       Educator Licensure Amendments  (J. Stevenson)    

 

Sen. Stevenson explained the bill to the committee.

           

Spoke against the bill:   Martell Menlove, State Superintendent of Public Instruction         

 

MOTION:  Sen. Okerlund moved to hold the bill.  The motion passed unanimously.

 

H.B.  221     School Community Council Revisions  (R. Cunningham)

 

Rep. Cunningham explained the resolution to the committee and distributed a handout.

 

Tim Donaldson, Director, State Office of Education answered questions from the committee.

 

Martell Menlove, State Superintendent of Public Instruction answered questions from the

committee.

MOTION:  Sen. Jones moved to pass the bill out favorably.  The motion passed unanimously

H.B.  337     Teacher Salary Supplement Program Amendments  (B. Last)

 

Rep. Last explained the bill to the committee.

 

MOTION:  Sen. Reid moved to adopt the following amendments:

1.                  Page 1, Line 18:         


             18          {None}    This bill takes effect on July 1, 2014.   


 

2.             Page 5, Line 128:       


                                      128 board may limit or reduce the salary supplements. 

                      Section 2. Effective date.

                      This bill takes effect on July 1, 2014.   

 

 

The motion passed unanimously with Sen. Knudson, Sen. Okerlund and Sen. Stevenson absent for the vote.
