Chair Last called the meeting to order at 2:20 p.m. and invited the committee to introduce themselves.

 

H.B. 69           English Language Arts Instructional Tool (Rep. C. Moss)


Rep. Moss explained the bill to the committee with the assistance of Sen. Howard Stephenson and Ms. Jennifer Throndsen, Utah State Office of Education. Sen. Stephenson introduced Cadet Sholly and Cadet Bland from the Utah Military Academy in Riverdale, Utah.


MOTION:     Rep. Poulson moved to replace H.B. 69 with 1st Sub. H.B. 69. The motion passed unanimously.


MOTION:     Rep. Hutchings moved to pass the bill out favorably. The motion passed unanimously.




 

H.B. 81           Local School Board Meetings Requirements (Rep. C. Hall)


Rep. Hall explained the bill.


Spoke for the bill:                   Mr. Royce Van Tassell, Utah Association of Public Charter

MOTION:     Rep. Eliason moved to replace H.B. 81 with 2nd Sub. H.B. 81. The motion passed unanimously.


MOTION:     Rep. McCay moved to pass the bill out favorably. The motion passed with Rep. Lifferth and Rep. Last voting in opposition. Rep. Gibson was absent for the vote.

 

H.B. 93           School District Amendments (Rep. C. Hall)


Rep. Hall explained the bill with the assistance of Mayor Ron Bigelow, West Valley City, and Mr. Ben Horsley, Communications Director, Granite School District.


Spoke against the bill:            Mr. Christopher Rogers, South Jordan City Council

                                                Mr. Chuck Newton, South Jordan City Council

                                                Mr. Brian Allen, Cottonwood Heights City Council

MOTION:     Rep. Moss moved to pass the bill out favorably.


SUBSTITUTE MOTION:   Rep. Fawson moved to move to the next item on the agenda. The motion passed with Rep. Eliason, Rep. Lifferth, Rep. Moss, and Rep. Snow voting in opposition. Rep. Gibson, Rep. McCay, Rep. Noel, and Rep. Poulson were absent for the vote.

 

H.B. 54           Public Education Increased Funding Program (Rep. J. Draxler)


This bill was not considered.





 

H.B. 67           Grants for Digital Learning (Rep. J. Anderegg)


This bill was not considered.


MOTION:     Rep. Lifferth moved to adjourn. The motion passed unanimously. Chair Last adjourned the meeting at 5:03 p.m.
