Chair Millner called the meeting to order at 2:20 p.m.

 

S.B. 60         American Civics Education Initiative (Sen. Stephenson)

 

Sen. Stephenson explained the bill to the committee.

 

MOTION:   Sen. Stephenson moved to amend the bill as follows:

 

1.      Page 1, Line 14:                                             

 


             14             requires a { high } public  school student to pass a basic civics test as a condition for receiving


2.    Page 2, Line 55:                                        

55 (a) require an LEA to administer a basic civics test to a { high } public school student enrolled in

 

The motion passed unanimously with Sen. Urquhart absent for the vote.

Spoke for the bill:       Mr. Jonathan E. Johnson, Promote Liberty Political Action Committee

MOTION:  Sen. Osmond moved to pass the amended bill out favorably.  The motion passed unanimously with Sen. Urquhart absent for the vote.

S.B. 33         Public School Early Graduation Amendments (Sen. Osmond)

 

MOTION:   Sen. Madsen moved to replace S.B. 33 with 1st Sub. S.B. 33. The motion passed unanimously with Senator Urquhart absent for the vote.

 

Sen. Osmond explained the substitute bill to the committee.

 

Spoke to the bill:         Dr. Sydnee Dickson, Deputy Superintendent, Utah State Office of Education

 

Spoke for the bill:       Mr. Connor Boyack, President, Libertas Institute

 

MOTION:   Sen. Osmond moved to pass 1st Sub S.B. 33 out favorably. The motion passed unanimously with Sen. Urquhart absent for the vote.

 

S.B. 37         Data Reporting Regarding Front-line Teachers (Sen. Osmond)

 

Sen. Osmond explained the bill to the committee.

 

Spoke to the bill:         Mr. Peter Cannon, citizen

 

MOTION:  Sen. Osmond moved to pass the bill out favorably.  The motion passed unanimously with Sen. Stevenson absent for the vote.

 

S.B. 38         Behavioral Testing and Tracking Restrictions (Sen. Osmond)

 

Sen. Osmond explained the bill to the committee.

 

Spoke to the bill:         Dr. Sydnee Dickson, Deputy Superintendent, Utah State Office of Education

 

MOTION:  Sen. Osmond moved to pass the bill out favorably.  The motion passed unanimously with Sen. Stevenson absent for the vote.

 

 

MOTION:   Sen. Madsen moved to adjourn. The motion passed unanimously.
