Chair Dayton called the meeting to order at 2:10 p.m.

 

S.B. 30         Modifications to Lobbyist Disclosure and Regulation Act (Sen. T. Weiler)

 

MOTION:   Sen. Hinkins moved to return SB 30 to the Rules Committee. The motion passed unanimously with Sen. Escamillia, Sen. Hillyard and Sen. Thatcher absent for the vote.    

 

S.B. 31         Lobbyist Disclosure and Regulation Act Amendments (Sen. T. Weiler)

 

MOTION:   Sen. Hinkins moved to replace S.B. 31 with 1st Sub S.B. 31. The motion passed unanimously with Sen. Escamillia, Sen. Hillyard and Sen. Thatcher absent for the vote. 

 

Sen. Weiler explained the bill to the committee.

 

Spoke for the bill:       Mr. John T. Nielsen, Lobbyist, Capitol Hill Association

 

MOTION:   Sen. Hinkins moved to pass the bill out favorably.  The motion passed unanimously with Sen. Escamillia and Sen. Thatcher absent for the vote.

 

S.B. 70         Geographic Diversity Amendments (Sen. T. Weiler)

 

MOTION:   Sen. Hinkins moved to replace S.B. 70 with 1st Sub S.B. 70. The motion passed unanimously with Sen. Escamillia absent for the vote. 

 

Sen. Weiler explained the bill to the committee.

 

Spoke for the bill:       Mr. Mike Ostermiller, Utah Association of Realtors

                                    Mr. Gary Crane, Attorney, Layton City; City of Leagues and Towns         

 

MOTION:   Sen. Thatcher moved to pass the bill out favorably.  The motion passed unanimously with Sen. Escamillia absent for the vote.

 

S.B. 32         Amendments to Limitations on Awards (Sen. K. Mayne)

 

Sen. Mayne explained the bill to the committee.

 

Spoke to the bill:         Mr. Spencer Hadley, Office Administrator, Lieutenant Governor’s Office

 

MOTION:  Sen. Hillyard moved to adopt the following amendment:

 

1. Page 1, Line 14:      After "public" delete ", has a cash value not exceeding $150,"

2. Page 4, Line 112:    Delete line 112, "(B) has a cash value not exceeding [$50] $150;"

                                    and renumber accordingly.

 

MOTION:  Sen. Hillyard moved to pass the bill as amended out favorably.  The motion passed unanimously with Sen. Hinkins absent for the vote.

 

S.B. 68         Eminent Domain Amendments (Sen. L. Hillyard)

 

Sen. Hillyard explained the bill to the committee.

 

Spoke for the bill:       Mr. Lyle McMillan, Right of Way Director, Utah Department of Transportation

                     Ms. Linda Hull, Policy and Legislative Services Director, Utah Department of Transportation            

 

MOTION:   Sen. Hillyard moved to pass the bill out favorably.  The motion passed unanimously with Sen. Hinkins absent for the vote.

 

MOTION:   Sen. Jackson moved to adjourn.  The motion passed unanimously.

 

Chair Dayton adjourned the meeting at 3:04 p.m.
