Vice Chair Westwood called the meeting to order at 2:06 p.m.
MOTION: Rep. Spendlove moved to approve the minutes of the January 27, 2015 meeting. The motion passed unanimously with Rep. Oda, Rep. Romero, and Rep. Wilson absent for the vote.
S.B. 17 Employment Support Act Revisions (Sen. B. Shiozawa) (Rep. R. Edwards)
Sen. Shiozawa explained the bill with the assistance of Ms. Kathleen Bounous, Department of Workforce Services.
MOTION: Rep. DiCaro moved to pass the bill out favorably. The motion passed unanimously with Rep. Romero and Rep. Wilson absent for the vote.
H.B. 87 Enterprise Zone Amendments (Rep. S. Sandall)
Rep. Sandall explained the bill with the assistance of Ms. Theresa Foxley, Governor's Office of Economic Development.
Ms. Dorothy Bradford, citizen, spoke to the bill.
MOTION: Rep. DiCaro moved to amend the bill as follows:
1. Page 1, Lines 14 through 15:
14 ► { modifies the eligibility of a retail business within an enterprise zone to receive
15certain tax credits; } and
2. Page 2, Line 32:
32 (a) verifies that the county has a population of not more than [50,000] { 65,000 } 70,000 ; and
3. Page 2, Line 39:
39than [50,000] { 65,000 } 70,000 ; and
4. Page 4, Lines 118 through 119:
118 (b) a business entity primarily engaged in retail trade { if the enterprise zone is located in
119a county with a population of more than 31,000 } .
The motion passed unanimously with Rep. Cutler, Rep. Spendlove, and Rep. Wilson absent for the vote.

S.B. 18 Governor's Office of Economic Development Revisions (Sen. A. Osmond) (Rep. R. Edwards)
Sen. Osmond explained the bill to the committee.
MOTION: Rep. DiCaro moved to pass the bill out favorably. The motion passed unanimously with Rep. Cutler and Rep. Spendlove absent for the vote.
H.B. 22 Tourism Marketing Performance Amendments (Rep. B. Wilson)
Rep. Wilson explained the bill with the assistance of Ms. Vicki Varela, Managing Director, Utah Office of Tourism, Film, and Global Branding.
Ms. Leann Anderson, Executive Director, Utah Tourism Industry Association, spoke for the bill.
Ms. Dorothy Bradford, citizen, spoke to the bill.
MOTION: Rep. Oda moved to replace H.B. 22 with 1st Sub. H.B. 22. The motion passed unanimously with Rep. Cutler, Rep. Hawkes, and Rep. Spendlove absent for the vote.
MOTION: Rep. DiCaro moved to amend the bill as follows:

79 (i) an application and approval process for an entity to receive a cooperative program award ,
The motion passed unanimously with Rep. Cutler, Rep. Hawkes, and Rep. Spendlove absent for the vote.
MOTION: Rep. Romero moved to pass the bill out favorably. The motion passed unanimously with Rep. Cutler, Rep. Hawkes, and Rep. Spendlove absent for the vote.
