Vice Chair Spendlove called the meeting to order at 2:15 p.m.

 

MOTION:     Rep. Kennedy moved to approve the minutes of the January 28, 2015 meeting. The motion passed unanimously with Rep. Barlow, Rep. Redd, and Rep. Ward absent for the vote.

 

H.B. 139         Foster Home Amendments (Rep. B. Daw)


Rep. Daw explained the bill to the committee with the assistance of Christine Watson, foster parent.

 

Spoke for the bill:       Charri Brummer, Director, Division of Child and Family Services

 

MOTION:     Rep. Hall moved to replace H.B. 139 with 3rd Substitute H.B. 139. The motion passed unanimously with Rep. Redd and Rep. Ward absent for the vote.

 

MOTION:     Rep. Hall moved to pass 3rd Substitute H.B. 139 out with a favorable recommendation. The motion passed unanimously with Rep. Redd and Rep. Ward absent for the vote.

 

MOTION:     Rep. Thurston moved to place 3rd Substitute H.B. 139 on the consent calendar. The motion failed with Rep. Hall voting in opposition and Rep. Redd and Rep. Ward absent for the vote..

 

H.B. 152         Infertility Insurance Coverage Amendments (Rep. L. Christensen)


Rep. Christensen explained the bill to the committee.

 

MOTION:     Rep. Thurston moved to pass H.B. 152 out with a favorable recommendation. The motion passed unanimously with Rep. Hall, Rep. Redd, and Rep. Ward absent for the vote.

 

S.B. 16            Certificate of Stillbirth Amendments (Sen. E. Vickers)


Sen. Vickers explained the bill to the committee.

 

Spoke for the bill:       Michelle McOmber, Utah Medical Association

 

MOTION:     Rep. Chavez-Houck moved to pass S.B. 16 with a favorable recommendation. The motion passed unanimously with Rep. Redd absent for the vote.

 

MOTION:     Rep. Barlow moved to place S.B. 16 on the consent calendar. After committee discussion the motion was withdrawn.

 

H.B. 121         Interstate Medical Licensure Compact (Rep. R. Ward)


Rep. Ward explained the bill to the committee with the assistance of Mark Steinagel, Director, Division of Occupational and Professional Licensing.

MOTION:     Rep. Chavez-Houck moved to pass H.B. 121 out with a favorable recommendation. The motion passed unanimously.

 

H.B. 94           Investigational Drug and Device Access for Terminally Ill Patients (G. Froerer)


The bill was not considered.


MOTION:     Rep. Thurston moved to adjourn the meeting. The motion passed unanimously.
