Chair Dayton called the meeting to order at 4:10 p.m.

 

MOTION:  Sen. Jackson moved to approve the minutes of the February 3, 2015, meeting.  The motion passed unanimously with Sen. Escamillia, Sen. Hillyard and Sen. Thatcher absent for the vote.    

 

S.B. 53         State Domestic Animal (Sen. A. Osmond)

 

Sen. Osmond explained the bill to the committee.

 

Sen. Mayne distributed a picture to the committee.

S.C.R. 1       Concurrent Resolution to Change Utah’s Designated Time Zone and Observance of Daylight Saving Time (Sen. A. Osmond)

MOTION:  Sen. Thatcher moved to proceed with the next agenda item. The motion failed with Sen. Dayton and Sen. Jackson voting in opposition and Sen. Escamillia and Sen. Hillyard absent for the vote.

 

MOTION:  Sen. Hinkins moved that the motion to recommend fail. The motion failed with Sen. Dayton and Sen. Thatcher voting in opposition and Sen. Escamillia and Sen. Hillyard absent for the vote.

 

MOTION:  Sen. Hinkins moved to return S.C.R. 1 to the Rules Committee. The motion passed with Sen. Dayton voting in opposition and Sen. Escamillia and Sen. Hillyard absent for the vote.

 

S.B. 95         Town Amendments (Sen. J. Iwamoto)

 

Sen. Iwamoto explained the bill to the committee.

 

MOTION:  Sen. Hinkins moved to pass the bill out favorably.  The motion passed unanimously with Sen. Escamillia and Sen. Hillyard absent for the vote.

 

MOTION:  Sen. Jackson moved the bill be placed on the Consent Calendar.  The motion passed unanimously with Sen. Escamillia and Sen. Hillyard absent for the vote.

 

S.B. 58         Municipal and County Officials Attendance At School District Board Meetings (Sen. W. Harper)

 

MOTION:  Sen. Hinkins moved to adopt the following amendment:

1.    Page 2, Line 54:

The motion passed unanimously with Sen. Escamillia and Sen. Hillyard absent for the vote.

S.B. 121       Procurement Code Revisions (Sen. K. Mayne)

 

MOTION:  Sen. Hinkins moved to replace S.B. 121 with 1st Sub. S.B. 121.  The motion passed unanimously with Sen. Escamillia and Sen. Hillyard absent for the vote.

 

Sen. Mayne explained the bill to the committee.

MOTION:  Sen. Hinkins moved to pass the bill out favorably.  The motion passed unanimously with Sen. Escamillia and Sen. Hillyard absent for the vote.

 

MOTION:   Sen. Jackson moved to adjourn.  The motion passed unanimously.
