Chair Ipson called the meeting to order at 4:05 p.m.

 

MOTION:     Rep. Peterson moved to approve the minutes of the February 3, 2015 meeting. The motion passed unanimously with Rep. Daw, Rep. Eliason, Rep. Hollins, and Rep. Redd absent for the vote.

 

H.B. 184         Victim Restitution Amendments (Rep. B. Wilson)


Rep. Wilson explained the bill to the committee with the assistance of Gary Scheller, Utah Office for Victims of Crime.

 

MOTION:     Rep. Romero moved to pass H.B. 184 out with a favorable recommendation. The motion passed with Rep. Tanner voting in opposition. Rep. Daw and Rep. Ray were absent for the vote.

 

H.B. 11           Death Penalty Procedure Amendments (Rep. P. Ray)


Rep. Ray explained the bill to the committee.

 

Spoke to bill:  Roland Cook, Executive Director, Department of Corrections


 

Spoke against the bill:            Anna Brower, ACLU of Utah

                                                Ralph Dellapiana, Utahns for Alternatives to the Death Penalty 

                                                Jean Hill, Catholic Diocese

MOTION:     Rep. Ray moved to pass H.B. 11 out with a favorable recommendation. The motion passed with Rep. Redd, Rep. Roberts, Rep. Romero, and Rep. Tanner voting in opposition. Rep. Hollins was absent for the vote.

 

MOTION:     Rep. Daw moved to adjourn the meeting. The motion passed unanimously with Rep. Hollins absent for the vote.
