Chair Vickers called the meeting to order at 2:15 p.m.
S.B. 47 Temporary Assistance for Needy Families (Sen. A. Christensen)
Sen. Christensen explained the bill to the committee.
MOTION: Sen. Christensen moved to replace S.B. 47 with 1st Sub. S.B. 47. The motion
passed unanimously with Sen. Escamilla and Sen. Knudson absent for the vote.
MOTION: Sen. Christensen moved to pass the bill out favorably. The motion passed unanimously with Sen. Escamilla and Sen. Knudson absent for the vote.
S.B. 76 Rural Physician Loan Repayment
Program (Sen. D. Hinkins)
Sen. Hinkins explained the bill to the committee.

MOTION: Sen. Van Tassell moved to replace S.B. 76 with 1st Sub. S.B. 76. The motion
passed unanimously.
MOTION: Sen. Van Tassell moved to pass the bill out favorably. The motion passed unanimously
S.B. 61 Medicaid Audit Amendments (Sen. L. Hillyard)
Sen. Hillyard explained the bill to the committee.
MOTION: Sen. Christensen moved to amend the bill as follows:

Page 6, Lines 156 through 163:
156 (c) ensure that a finding of overpayment or
underpayment to a provider is not based on
157 extrapolation,
unless:
158 (i) there is a determination of sustained or high
level of payment error involving the
159 provider;
160 (ii) documented education intervention has failed
to correct the level of payment error;
161 {or} and
162 (iii) the value of the claims for the provider, in
aggregate, exceeds $200,000 on an
163 annual
basis; and
