Chair Madsen called the meeting to order at 2:11 p.m.

 

MOTION:  Sen. Weiler moved to approve the minutes of the January 28, 2015 meeting. The motion passed unanimously with Sen Davis, Sen. Escamilla, Sen. Thatcher, and Sen. Urquhart absent for the vote.    

 

S.B. 77         Adoption Records Access Amendments (Sen. T. Weiler)

 

Sen. Weiler explained the bill to the committee.

 

MOTION:   Sen. Weiler moved S.B. 77 be replaced with 1st Sub. S.B. 77. The motion passed unanimously with Sen. Escamilla and Sen. Thatcher absent for the vote.

S.B. 101       Adoption Amendments (Sen. T. Weiler)

 

Sen. Weiler explained the bill to the committee.

 

MOTION:   Sen. Hillyard moved S.B. 101 be replaced with 2nd Sub. S.B. 101. The motion passed unanimously with Sen. Escamilla absent for the vote.

S.B. 113       Sex Offender Testing Amendments (Sen. A. Millner)

 

Sen. Millner explained the bill to the committee.

MOTION:  Sen. Thatcher moved to pass the bill out favorably. The motion passed unanimously with Sen. Hillyard and Sen. Urquhart absent for the vote.

 

MOTION:   Sen. Davis moved to place the bill on the Consent Calendar. The motion passed unanimously with Sen. Hillyard and Sen. Urquhart absent for the vote.

 

S.B. 82         Forcible Entry Amendments (Sen. S. Urquhart)

 

Sen. Urquhart explained the bill to the committee.

 

MOTION:   Sen. Urquhart moved to amend the bill as follows:

 

1.         Page 1, Line 15: 


             15             requires a law enforcement officer to wear   {a uniform with clear text}    a badge, label, or clothing   that identifies


 

2.         Page 1, Line 17: 


             17               {requires any}    provides that if the deploying law enforcement agency owns and operates body camera devices, the    officer who executes a warrant  { to}    shall   be equipped with a body camera that


 

3.         Page 3, Line 79: 


             79        (c)  The officer shall wear a   {uniform with large, conspicuous text stating}    badge, label, or clothing indicating   that the officer


 

4.         Page 3, Line 81:

The motion passed unanimously with Sen. Hillyard and Sen. Thatcher absent for the vote.
