At the request of Sen. Bramble, Sen. Davis assumed the Committee Chair and called the meeting to order at 2:12 p.m.

 

MOTION:      Sen. Mayne moved to approve the minutes of the January 27, 2015 meeting.  The motion passed unanimously with Sen. Bramble and Sen. Henderson absent for the vote.    

 

S.B.   93          Uniform Commercial Code Filing Amendments  (L. Hillyard)

 

MOTION:  Sen. Weiler moved to adopt 1st Sub. S.B. 93.  The motion passed unanimously with     

                     Sen. Bramble, Sen. Adams and Sen. Henderson absent for the vote.

 

Sen.  Hillyard explained the bill to the committee assisted by Kathy Berg, Director,

Division of Corporations and Commercial Code, Department of Commerce.

           

Spoke for the bill:       Jerry Houghton, Toole County Recorder

 

MOTION:  Sen. Weiler moved to pass the bill out favorably.  The motion passed unanimously with Sen. Adams and Sen. Bramble absent for the vote.

 

S.B.   85       Truth in Advertising Amendments  (T. Weiler)

 

Sen. Weiler explained the bill to the committee and answered questions from the committee.

 

MOTION:  Sen.Weiler moved to pass the bill out favorably.  The motion failed with Sen. Davis, Sen. Mayne and Sen. Weiler voting in favor of the bill and Sen. Bramble, Sen. Adams and Sen. Henderson voting in opposition.

 

H.B.    23     Insurance Licensee Amendments  (J. Stanard)

 

Rep. Stanard explained the bill to the committee.

 

Spoke for the bill:  Steven Foxley, Regence Blue Cross Blue Shield

 

MOTION:  Sen. Bramble moved to pass the bill out favorably.  The motion passed unanimously.

 

S.B.   111     Occupational Safety and Health Regulation (S. Jenkins)

 

Sen. Jenkins explained the bill to the committee assisted by Jason Maughan, Deputy

Commissioner, Labor Commission

                                    Rich Thorn, CEO, Associated General Contractors of Utah

 

MOTION:   Sen. Henderson moved to pass the bill out favorably.  The motion passed unanimously with Sen. Bramble and Sen. Adams absent for the vote.

 

S.B.   75       Elementary Arts Learning Program Amendments  (C. Bramble)

 

Sen. Bramble explained the bill to the committee assisted by Lisa Cluff, Utah Arts Council.

 

MOTION:  Sen. Bramble moved to pass the bill out favorably.  The motion passed unanimously with Sen. Adams and Sen. Mayne absent for the vote.

 

MOTION:   Sen. Bramble moved to place the bill on the Consent Calendar. The motion passed unanimously with Sen. Adams and Sen. Mayne absent for the vote.

 

S.B. 102       Online Pharmacy Amendments  (C. Bramble)

 

The bill was not considered.

 

H.B.   19      Insurance Comparison Tables  (T. Hawkes)

 

Rep. Hawkes explained the bill to the committee.

 

MOTION:  Sen. Bramble moved to pass the bill out favorably.  The motion passed unanimously

                     with Sen. Adams absent for the vote.

 

 

MOTION:  Sen. Bramble moved to reconsider the committee’s action on S.B. 85.  The motion passed unanimously with Sen. Adams absent for the vote.

 

 

S.B.   85          Truth in Advertising Amendments  ((T. Weiler)

 

Sen. Weiler further explained the bill.

 

MOTION:  Sen. Weiler moved to pass the bill out favorably.  The motion passed unanimously with Sen. Adams absent for the vote.

 

 

 

MOTION:   Sen. Mayne moved to adjourn.  The motion passed unanimously.
