Chair Bramble called the meeting to order at 4:05 p.m.

 

MOTION:      Sen. Okerlund moved to approve the minutes of the January 30, 2015 meeting.  The motion passed unanimously with Sen. Davis, Sen. Henderson and Sen. Weiler absent for the vote.    

 

S.B.   120        Regulation of Reverse Mortgages (W. Harper)

 

Sen. Harper explained the bill to the committee.

 

MOTION:  Sen. Mayne moved to adopt the following amendment:

1.     Page 7, Lines 205 through 206: 

 


                                205        (1)    {The full amount secured by a reverse mortgage has priority over any other

                                         liens on

                               206   the real property that secures the reverse mortgage as of the date of the first

                   disbursement}    All amounts secured by a reverse mortgage have the same lien priority  

                   as the first disbursement under the reverse mortgage  .

 

The motion passed unanimously with Sen. Davis and Sen. Weiler absent for the vote.

 

MOTION:  Sen. Mayne moved to pass the bill out favorably as amended.  The motion passed unanimously with Sen. Davis and Sen. Weiler absent for the vote.

 

S.B.   102     Online Pharmacy Amendments (C. Bramble)

 

Sen. Bramble explained the bill to the committee.

 

Spoke against the bill:             Dr.  William Cosgrove, President, Utah AAP

         Mark Brinton, General Counsel and Director of Government Affairs, Utah Medical Association

 

MOTION:   Sen. Bramble moved to pass the bill out favorably.  The motion passed unanimously with Sen. Davis absent for the vote.

 

Sen. Bramble announced that at the request of the sponsor, SB 118 will not be heard today.

 

S.J.R.   9      Joint Resolution on Small Business Retirement Plan Availability (T. Weiler)

 

Sen. Weiler explained the resolution to the committee.

 

Spoke for the bill:       Danny Harris, Director of Advocacy, AARP

                                    Richard Ellis, State Treasurer

 

MOTION:  Sen. Weiler moved to adopt 1st. Sub. S.J.R. 9.  The motion passed unanimously with Sen. Okerlund absent for the vote.

 

MOTION:  Sen. Weiler moved to amend the resolution as follows:

 

1.      Page 3, Lines 78 through 82:    

 


                                  78               BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Utah

                                  79      Chapter of the American Federation of Labor and Congress of Industrial Organizations, the

                                  80      Utah Chamber of Commerce, the Utah Association of Independent Insurance Agents, the Utah

                                  81      Insurance Department, the Utah Small Business Development Center,   the Utah Association of Certified Public Accounts, the American Association of Retired Persons, Utah Chapter,  and the members of

                                  82      Utah's congressional delegation.

 

The motion passed unanimously with Sen. Okerlund absent for the vote.

 

MOTION:  Sen. Weiler moved to pass the resolution out favorably, as amended.  The motion passed unanimously with Sen. Okerlund absent for the vote.

 

MOTION:   Sen. Henderson moved to adjourn.  The motion passed unanimously with Sen. Okerlund absent for the vote.

 

Chair Bramble adjourned the meeting at 4:46 p.m.
