Chair Ipson called the meeting to order at 2:05 p.m.
MOTION: Rep. Daw moved to approve the minutes of the February 4, 2015 meeting. The motion passed unanimously with Rep. Eliason, Rep. Ray, and Rep. Redd absent for the vote.
H.C.R. 1 Concurrent Resolution Designating Start by Believing Day (Rep. A. Romero)
Rep. Romero explained the bill to the committee with the assistance of Chief Lee Russo, West Valley City Chief of Police. A handout "HCR 1 Concurrent Resolution Designating Start By Believing Day" was distributed to the committee.

H.B. 79 Safety Belt Law Amendments (Rep. L. Perry)
Rep. Perry explained the bill to the committee with the assistance of Carlos Braceros, Executive Director, Utah Department of Transportation. Two handouts "Zero, The Only Acceptable Number" and "Buckle Up for Everyone" were distributed to the committee.

Rep. Powell explained the bill to the committee.
