Chair Vickers called the meeting to order at 4:03 p.m..

 

MOTION:  Sen. Christensen moved to approve the minutes of the January 30, 2015 meeting. The motion passed unanimously with Sen. Escamilla and Sen. Shiozawa absent for the vote.    

 

H.B 28         Medicaid Management of Emergency Department Utilization (Rep. M. Kennedy)

 

Rep. Kennedy explained the bill to the committee.

 

Spoke for the bill:       Mark Brinton, General Counsel, Utah Medical Association 

 

MOTION:  Sen. Christensen moved to pass the bill out favorably. The motion passed unanimously with Sen. Shiozawa absent for the vote.

 

S.B. 92         Dental Practice Act Amendments (Sen. P. Knudson)

 

Sen. Knudson explained the bill to the committee.

MOTION:  Sen. Van Tassell moved to pass the bill out favorably. The motion passed unanimously.

 

S.B. 108         Social Work Amendments (Sen. G. Davis)

 

Sen. Davis explained the bill to the committee.

 

 

MOTION:   Sen. Van Tassell moved to amend S.B. 108 as follows:

 

1.Page 2, Lines 43 through 57:

MOTION:   Sen. Escamilla moved to place the bill on the Consent Calendar. The motion passed unanimously.

 

S.B 98          Medicaid Accountable Care Organization (Sen. J. S. Adams)

 

Sen. Adams explained the bill to the committee.

 

MOTION:   Sen. Christiansen moved S.B. 98 be replaced with 1st Sub. S.B. 98. The motion passed unanimously.

MOTION:  Sen. Van Tassell moved to pass the bill out favorably. The motion passed unanimously.

 

S.J.R. 4        Joint Rules Resolution – Medicaid Accountable Care Organizations (Sen. J. S. Adams)

 

Sen. Adams explained the bill to the committee.

 

 

 

MOTION:   Sen. Van Tassell moved to amend S.J.R. 4 as follows:

 

1.Page 4, Lines 96 through 98:          


                                96          Section 2.  Contingent effective date.

                                97     (1)  If S.B. 98, Medicaid Accountable Care Organizations, 2015 General Session, becomes

                                98   law, this resolution takes effect on July 1, 2015.

 (2)  If S.B. 98, Medicaid Accountable Care Organizations, 2015 General Session, fails to become law, this resolution does not take effect.   

 

The motion passed unanimously.

H.B. 101      Rural Residency Training Program Reauthorization (Rep. E. Redd)

 

Rep. Redd explained the bill to the committee.

 

MOTION:  Sen. Escamilla moved to pass the bill out favorably. The motion passed unanimously.

 

MOTION:   Sen. Escamilla moved the bill be placed on the Consent Calendar. The motion passed unanimously.

 

MOTION:  Sen. Christiansen moved to adjourn. The motion passed unanimously.
