Chair Jackson called the meeting to order at 2:11 p.m.
S.B. 23 State
Highway System Amendments (K. Van Tassell)
MOTION: Sen. Van Tassell moved to adopt 1st Sub. S.B. 23. The motion passed unanimously
with Sen. Harper and Sen. Hinkins absent for the vote.
Sen. Van Tassell explained the bill to the committee.
Linda Hull distributed a handout, “Addition to State Highway System.”
MOTION: Sen. Van Tassell moved to pass the bill out favorably. The motion passed unanimously with Sen. Harper absent for the vote.
S.B. 50 Railroad
Revisions (K. Mayne)
MOTION: Sen. Mayne moved to adopt the following amendments:
1. Page 1, Lines 12 through 17:
12 ▸ provides
definitions; and
13 ▸ prohibits {a railroad} certain
railroads from operating a freight train or light engine
used in connection
14 with
the movement of freight unless it has a crew consisting of at least two
15 individuals {; and
16 ▸ specifies the
certification requirements for crew members operating a freight train or
17
light engine used in
connection with the movement of freight} .

29 (1) As used in this section, " {railroad} class I
railroad " , "class II
railroad", and "class III
railroad" means the same as that term is defined in 49
30 U.S.C.

II railroad, or class III railroad may not operate a freight train or
light engine used in connection with

engineer pursuant to 49 U.S.C. Sec.
35 20135; and
36 (b) a person who is certified as a conductor

The motion passed unanimously with Sen. Harper
absent for the vote.
Sen. Mayne explained the bill to the committee assisted by Jeff Worthington, Locomotive
Engineer.
Handouts were distributed including photographs, “National Railroad Accidents” materials
and “Two Person Crew Support.”

MOTION: Sen. Van Tassell moved to pass the bill out favorably as amended. The motion passed with Sen. Hinkins, Sen. Mayne and Sen. Van Tassell voting in favor and Sen. Jackson and Sen. Harper voting in opposition.
S.B. 51 Motor
Vehicle Enforcement Division Account Amendments
(W. Harper)
MOTION: Sen. Harper moved to adopt 1st Sub. S.B. 51. The motion passed unanimously.
Sen. Harper explained the bill to the committee assisted by Barry Conover, Executive Director,
Utah State Tax Commission.
MOTION: Sen. Van Tassell moved to pass the bill out favorably. The motion passed
unanimously.
MOTION: Sen. Van Tassell moved to adjourn. The motion passed unanimously.
