Vice Chair Roberts called the meeting to order at 3:47 p.m.

 

MOTION:     Rep. Daw moved to approve the minutes of the February 6, 2015 meeting. The motion passed unanimously with Rep. Eliason, Rep. McIff, and Rep. Redd absent for the vote.

 

H.B. 209         Suicide Prevention Program Amendments (Rep. J. Fawson)


Rep. Fawson explained the bill to the committee.

MOTION:     Rep. Peterson moved to place H.B. 209 out with a favorable recommendation. The motion passed unanimously.

 

MOTION:     Rep. Eliason moved to place H.B. 209 on the consent calendar. After committee discussion Rep. Eliason withdrew the motion.


 

H.B. 215         Sex Offender Registry Amendments (Rep. J. Draxler)


Rep. Draxler explained the bill to the committee with the assistance of Jennifer Weindorf, Utah Department of Corrections.

 

MOTION:     Rep. Ray moved to pass H.B. 215 out with a favorable recommendation.


SUBSTITUTE

MOTION:     Rep. Tanner moved to hold H.B. 215 in committee. The motion failed with Rep. Tanner voting in favor. Rep. Redd was absent for the vote.


The original motion to pass H.B. 215 out with a favorable recommendation passed with Rep. Tanner voting in opposition.

 

S.B. 113          Sex Offender Testing Amendments (Sen. A. Millner)


Sen. Millner explained the bill to the committee.

 

Spoke to the bill:        Nathan Brady, Office of Legislative Research and General Counsel.

 

MOTION:     Rep. McIff moved to pass S.B. 113 out with a favorable recommendation. The motion passed unanimously.

 

H.B. 205         Veteran Claim Assistance Disclosure (Rep. M. Poulson)


Rep. Poulson explained the bill to the committee with the assistance of Gary Harter, Executive Director, Utah Department of Veterans and Military Affairs.

MOTION:     Rep. Ray moved to replace H.B. 205 with 1st Substititue H.B.205. The motion passed unanimously.

 

MOTION:     Rep. Peterson moved to amend the bill as follows:

The motion to amend passed unanimously.

 

 

MOTION:     Rep. Daw moved to pass H.B. 205 out with a favorable recommendation. The motion passed unanimously.

 

H.B. 217         Uniformed Services Amendments (Rep. P. Ray)

 

Rep. Ray explained the bill to the committee.

 

Spoke to the bill:        Gary Harter, Executive Director, Utah Department of Veterans and Military Affairs

 

MOTION:     Rep. Daw moved to pass H.B. 217 with a favorable recommendation. The motion passed unanimously with Rep. Eliason and Rep. Hollins absent for the vote.

 

MOTION:     Rep. Ipson moved to place H.B. 217 on the consent calendar. The motion failed with Rep. Redd and Rep. Romero voting in opposition. Rep. Eliason and Rep. Hollins were absent for the vote..

 

MOTION:     Rep. Ipson moved to adjourn the meeting. The motion passed unanimously With Rep. Eliason and Rep. Hollins absent for the vote.
