Chair Millner called the meeting to order at 8:15 a.m.
MOTION: Sen. Osmond moved to approve the minutes
of the February 11, 2015, meeting. The
motion passed unanimously with Sen. Madsen, Sen. Stevenson, and Sen. Urquhart absent
for the vote.
S.B. 175 School Safety and Crisis Line (Sen. D. Thatcher)
Sen. Thatcher explained the bill to the committee.
Spoke for the bill: Ms. Missy W. Larsen, Utah Attorney General’s Office

Ms. Deon Turley, Utah Parent Teacher Association
MOTION: Sen. Osmond moved to pass the bill out
favorably. The motion passed unanimously
with Sen. Madsen and Sen. Stevenson absent for the vote.
S.B. 116 Public School Dropout Recovery (Sen. A. Osmond)
Sen. Osmond explained the bill to the committee. Sen. Osmond made a visual presentation
and distributed a handout, "Letter from the Utah Technology Council," to the committee.

Spoke against the bill: Mr. Peter Cannon, citizen
MOTION: Sen. Osmond moved to replace S.B. 116 with 1st Sub. S.B. 116. The motion passed unanimously.
MOTION: Sen. Stephenson moved to pass 1st Sub. S.B. 116 out favorably. The motion passed unanimously.
S.B. 166 Dixie State University Media Center Name
Change (Sen. S. Urquhart)
Sen. Urquhart explained the bill to the committee.
MOTION: Sen. Urquhart moved to amend S.B. 166 as follows:
1. Page 1, Line 27 through Page
2, Line 31:
27 (1) Dixie State University may form a nonprofit corporation or
foundation controlled
28 by the president of the
{college} university
and the Board of Regents
to
aid and assist the {college} university
in
29 attaining its charitable, communications, and other related educational
objectives, including
30 support for [the Center for Media
Innovation] {a center for} media
innovation, film festivals, film
31 production, print media, broadcasting, television, and digital media.
The motion passed unanimously.
MOTION: Sen. Osmond moved to pass the bill out favorably as amended. The motion passed unanimously with Sen. Dabakis absent for the vote.
MOTION: Sen. Osmond moved to place the bill as amended on the Consent Calendar. The motion passed unanimously with Sen. Dabakis absent for the vote.
S.C.R. 5 Concurrent Resolution Regarding Western
Governors University (Sen. W. Harper)
Sen. Harper explained the bill to the committee.
MOTION: Sen. Madsen moved to pass the bill out favorably. The motion passed unanimously with Sen. Dabakis absent for the vote.
MOTION: Sen. Osmond moved to place the bill on the Consent Calendar. The motion passed unanimously with Sen. Dabakis absent for the vote.
