Vice Chair Sagers called the meeting to order at 3:38 p.m.
MOTION: Rep. Perry moved to approve the minutes of the February, 10, 2015, meeting. The motion passed unanimously with Rep. Draxler, Rep. Duckworth, Rep. Hawkes, Rep. McKell, Rep. Powell, and Rep. Sandall absent for the vote.
H.B. 229 Air Quality Modifications (Rep. R. Edwards)
Rep. Edwards explained the bill to the committee with the assistance of Bryce Bird, Director, Division of Air Quality. "Line-by-line Cleanup of 19-2 (HB 229 Introduced and Amendment 1, 2/13/15)" was distributed to the committee.
MOTION: Rep. Briscoe moved to amend the bill as follows:
1. Page 2, Line 57 through Page 3, Line 64:
57 (1) "Air pollutant" means { :
58 (a) a physical, chemical, biological, or radioactive substance that, if emitted into or
59otherwise enters the ambient air in high enough concentrations and for long enough duration,
60causes:
61 (i) harm, discomfort, disease, or death to humans, animals, or vegetation; or
62 (ii) damage to materials or property;
63 (b) a precursor to the formation of a substance described under Subsection (1)(a); or
64 (c) } a substance that qualifies as an air pollutant as defined in 42 U.S.C. Sec. 7602.
2. Page 3, Lines 74 through 77:
74 (5) "Asbestos" means the asbestiform varieties of serpentine (chrysotile), riebeckite
75(crocidolite), cummingtonite-grunerite, anthophyllite, [and] actinolite-tremolite, and libby
76amphibole { , including asbestiform, winchite, richterite, tremolite, and magnesioriebeckite found
77in vermiculite products } .
3. Page 9, Lines 256 through 258:
256designers, asbestos abatement contractors and supervisors, or asbestos abatement workers] an

H.B. 226 Air Quality Revisions (Rep. R. Edwards)
Rep. Edwards explained the bill to the committee, assisted by Robert Grow, President, Envision Utah, and Stephen Sands, Chair, Air Quality Board. Bryce Bird, Director, Division of Air Quality, answered questions from the committee. "Envision Utah", "Division of Air Quality Board", and "Op-ed: Give Utah regulators the flexibility to fix our air" were distributed to the committee.

MOTION: Rep. Hawkes moved to amend the bill as follows:

37 (b) based on evidence, studies, or other information contained in the record that relates to the state of Utah and type of source involved .
The motion passed unanimously.
MOTION: Rep. Hawkes moved to pass the bill out favorably as amended.
SUBSTITUTE MOTION: Rep. Noel moved to amend the bill as follows:

H.B. 254 Livestock Branding Amendments (Rep. M. Noel)
Rep. Noel explained the bill to the committee with the assistance of Cody James, Director, Animal Industry Division.
MOTION: Rep. Noel moved to amend the bill
SUBSTITUTE MOTION: Rep. Brown moved to hold H.B. 254. The motion passed unanimously with Rep. Draxler absent for the vote.
MOTION: Rep. Handy moved to adjourn the meeting. The motion passed unanimously with Rep. Draxler absent for the vote.
