Chair Vickers called the meeting to order at 4:17 p.m.
S.B. 177 Dental Hygienist Practice Amendments (Sen. S. Urquhart)
Sen. Urquhart explained the bill to the committee.

MOTION: Sen. Christensen moved S.B. 177 be replaced with 1st Sub. S.B 177. The motion passed unanimously.
MOTION: Sen. Christensen moved the bill be amended as follows:

5, Lines 143 through 149:
143 (4) under a written agreement with a dentist who
is licensed under this chapter and who
144 is
a Utah resident if:
145 (a)
the dental hygienist practices in a public health setting;
146 (b) the dentist is available in person, by phone,
or by electronic communication;

the agreement provides that the dental hygienist shall refer a patient
with a dental
148 need
beyond the
dental hygienist's scope of practice to the licensed dentist; and
149 (d)
the dental hygienist obtains from each patient an informed consent form
that.

MOTION: Sen. Christensen moved to pass the bill out favorably. The motion passed

MOTION: Sen. Knudson moved to approve the minutes
of the February 11, 2015 and February 17, 2015 meeting. The motion passed
unanimously.

S.B. 158 Pharmacy Amendments (Sen. E. Vickers)
Sen. Vickers explained the bill to the committee.
Spoke for the bill: Michelle McOmber, Chief Executive Officer, Utah Medical Association
MOTION: Sen. Vickers moved S.B. 158 be replaced with 1st Sub. S.B.158. The motion passed unanimously with Sen. Knudson absent for the vote.
MOTION: Sen. Vickers moved to amend the bill as follows:
1. Page 16, Lines 476 through 481:
476 (b) in the professional judgment of the dispensing medical practitioner, dispensing the
477 drug is necessary for the patient's immediate needs; and
478 {(c) the prescription drug is not a controlled
substance subject
reporting under
479 Chapter 37f, Controlled Substance
Database Act; and}
480 (d)
dispensing the prescription drug meets protocols established by the
hospital
481 pharmacy.

H.B. 145 Vulnerable Adult Worker Amendments (Rep. D. Sanpei)
Rep. Sanpei explained the bill to the committee.
MOTION: Sen. Christensen moved to amend the bill as follows:
1. Page 6, Line 182 through Page 7, Line 187:
182 year thereafter whether a department employee or volunteer has a criminal history, an
183 adjudication of abuse or neglect, or, since January 1, 1994, a substantiated or supported finding of abuse {or} ,
184 neglect , or exploitation after notice and an opportunity for a hearing consistent with Title 63G, Chapter 4,
185 Administrative Procedures Act, but only if a criminal history or identification as a possible
186 perpetrator of abuse or neglect is directly relevant to the employment or volunteer activities of
187 that person.
The motion passed unanimously with Sen. Knudson absent for the bill.
