Rep. Froerer called the meeting to order at 8:10 a.m.
MOTION: Rep. Peterson moved to approve the minutes of the February 19, 2015 meeting. The motion passed unanimously.
S.B. 55 Community Development and Renewal Agencies Task Force (Sen. W. Harper)
Sen. Harper explained the bill.
Spoke against the bill: Billy Hesterman Utah Taxpayers Association
MOTION: Rep. Stanard moved to pass out favorably S.B. 55. The motion passed unanimously with Rep. Duckworth, Rep. Dunnigan, Rep. Knotwell, and Rep. Peterson absent for the vote.
S.B. 67 Utah Housing Corporation Act Amendments (Sen. T. Weiler)
Sen. Weiler explained the bill assisted by Grant Whitaker, Utah Housing Corporation.
MOTION: Rep. Pitcher moved to pass out favorably S.B. 67. The motion passed unanimously with Rep. Duckworth, Rep. Dunnigan, and Rep. Peterson absent for the vote.
Vice Chair Knotwell assumed the chair.
H.B. 299 Attorneys Lien Amendments (Rep. T. Hawkes)
Rep. Hawkes distributed a handout, "HB 299 - Attorneys Lien Amendments" and explained the bill assisted by John Stringham, Workman Nydegger Law Firm.
MOTION: Rep. Roberts moved to pass out favorably H.B. 299. The motion passed unanimously with Rep. Dunnigan and Rep. Peterson absent for the vote.
MOTION: Rep. Schultz moved to place H.B. 299 on the Consent Calendar. The motion passed unanimously with Rep. Dunnigan and Rep. Peterson absent for the vote.
H.B. 270 Building Certification Standards (Rep. S. Barlow)

H.B. 285 Building Code Review and Adoption Amendments (Rep. B. Wilson)
MOTION: Rep. Wilson moved to replace H.B. 285 with 2nd Substitute H.B. 285. The motion passed unanimously with Rep. King absent for the vote.
MOTION: Rep. Wilson moved to amend the bill as follows:
1. Page 3, Lines 76 through 78:
76 (b) For the provisions of a nationally recognized construction code that apply only to
77 { residential buildings } detached one- and two-family dwellings and townhouses not more than three stories above grade plane in height with separate means of egress and their accessory structures , the commission shall prepare a report described in Subsection (4) in 2018
78and, thereafter, for every second update of the nationally recognized construction code.
2. Page 7, Lines 199 through 201:
