Chair McCay called the meeting to order at 2:11 p.m.

MOTION:     Rep. Knotwell moved to approve the minutes of the February 20, 2015 meeting. The motion passed unanimously with Rep. Froerer, Rep. Hutchings, Rep. King, Rep. McKell, Rep. Sagers, and Rep. Stanard absent for the vote.

H.B. 333         Budget Reserve Account Amendments (Rep. D. Sanpei)

Rep. Sanpei explained the bill to the committee. Jonathan Bell, Director, Legislative Fiscal Analysts Office, answered questions from the committee.

MOTION:     Rep. McCay moved to pass the bill out favorably. The motion passed with Rep. Briscoe and Rep. King voting in opposition and Rep. Hutchings absent for the vote.

H.B. 326         Federal Funds Commission Extension (Rep. K. Ivory)

Rep. Ivory explained the bill to the committee with the assistance of Jonathan Bell, Director, Legislative Fiscal Analysts Office.

MOTION:     Rep. Stanard moved to amend the bill as follows:

         Section 5. Effective date.

       (1) Except as provided in Subsection (2), this bill takes effect on May 12, 2015.

       (2) Uncodified Section 4, Appropriation, takes effect on July 1, 2015. 

The motion passed unanimously with Rep. Hutchings absent for the vote.

MOTION:     Rep. Cunningham moved to pass the bill out favorably as amended. The motion passed unanimously with Rep. Hutchings absent for the vote.

S.B. 14            Renewable Energy Tax Credit Amendments (Sen. R. Okerlund)

Sen. Okerlund explained the bill to the committee.

MOTION:     Rep. Cunningham moved to pass the bill out favorably. The motion passed unanimously with Rep. Briscoe and Rep. Hutchings absent for the vote.

S.B. 71            Tax Commissioners' Compensation (Sen. T. Weiler)

Sen. Weiler explained the bill to the committee.

MOTION:     Rep. McKell moved to pass the bill out favorably. The motion passed with Rep. Greene voting in opposition.

2nd Sub. S.B. 64        Utah Educational Savings Plan Amendments (Sen. T. Weiler)

Sen. Weiler explained the bill to the committee. Lynne Ward, Director, Utah Education Savings Plan, answered questions from the committee.

MOTION:     Rep. Froerer moved to pass the bill out favorably. The motion passed unanimously with Rep. Ivory absent for the vote.

MOTION:     Rep. Stanard moved to adjourn the meeting. The motion passed unanimously with Rep. Ivory absent for the vote.
