Chair Dayton called the meeting to order at 4:04 p.m.

 

MOTION:  Sen. Hinkins moved to approve the minutes of the February 20, 2015 meeting.  The motion passed unanimously with Sen. Escamilla absent for the vote.    

 

S.J.R. 16      Joint Rules Resolution on Independent Legislative Ethics Commission Hiring Modifications (Sen. L. Hillyard)

 

Sen. Hillyard explained the bill to the committee.    

 

MOTION:  Sen. Hillyard moved to pass the bill out favorably.  The motion passed unanimously with Sen. Escamilla absent for the vote.

 

S.B. 207       Political Activity Amendments (Sen. C. Bramble)

 

MOTION:  Sen. Hinkins moved to replace S.B. 207 with 1st Sub. S.B. 207.  The motion passed unanimously with Sen. Escamilla and Sen. Hillyard absent for the vote.

 

MOTION:  Sen. Hinkins moved to adopt the following amendment:

 

1. Page 22, Line 658:  After "class" delete "B" and insert "C"

 

The motion passed unanimously with Sen. Hillyard absent for the vote.

 

Sen. Bramble explained the bill to the committee.

H.J.R. 8 Sub 1           Proposal to Amend Utah Constitution – Oath of Office Change (Rep. K. Powell)

 

Rep. Powell explained the bill to the committee.      

 

MOTION:  Sen. Hinkins moved to pass the bill out favorably.  The motion passed unanimously with Sen. Hillyard absent for the vote.

 

H.B. 91 Sub 1             Campaign Contributions Amendments (Rep. K. Powell)

 

Rep. Powell explained the bill to the committee.

MOTION:  Sen. Hinkins moved to pass the bill out favorably.  The motion passed with Sen. Dayton voting in opposition and Sen. Hillyard absent for the vote.

 

S.B. 213       Budgeting Amendments (Sen. D. Henderson)

 

Sen. Henderson explained the bill to the committee.

 

MOTION:  Sen. Hinkins moved to adopt the following amendment:

1.     Page 3, Lines 70 through 71:     


                                     70     (b)           The transaction control number [recorded] that the Division of   {Finance}    

                                              Health Care Financing   records on

                                     71each claim invoice [by the division is considered] is the date of receipt.

 

The motion passed unanimously with Sen. Hillyard absent for the vote.

 

MOTION:  Sen. Hinkins moved to pass the bill out favorably.  The motion passed unanimously with Sen. Hillyard absent for the vote.

 

MOTION:  Sen. Hinkins moved the bill be placed on the Consent Calendar.  The motion passed unanimously with Sen. Hillyard absent for the vote.

 

H.B. 201      Interlocal Entities Amendments (Rep. M. Nelson)

 

Rep. Nelson explained the bill to the committee. The handouts “Information Sheet for HB 201” and “Information Points for HB 201” were distributed to the committee.

MOTION:  Sen. Hinkins moved to pass the bill out favorably.  The motion passed unanimously with Sen. Hillyard absent for the vote.

 

MOTION:  Sen. Hinkins moved the bill be placed on the Consent Calendar.  The motion passed unanimously with Sen. Hillyard absent for the vote.

 

MOTION:   Sen. Hinkins moved to adjourn.  The motion passed unanimously.
