Chair Christensen called the meeting to order at 4:15 p.m.

MOTION:     Rep Greene moved to approve the minutes of February 13, 2015. The motion passed unanimously with Rep. King, Rep. Oda, and Rep. Stratton absent for the vote.

H.B. 277         Statute of Limitations for Civil Actions (Rep. K. Ivory)

Rep. Ivory explained the bill to the committee.

MOTION:     Rep. Cutler moved to amend the bill as follows:

1.    Page 1, Lines 15 through 16:   

15Other Special Clauses:

16    {  None  }  This bill provides a special effective date. 

2.    Page 2, Lines 44 through 45:   

44   (g) "Sexual abuse" means acts or attempted acts of sexual intercourse, sodomy, or

45molestation  by an adult  directed towards a child.

3.    Page 2, Lines 46 through 47:   

46   (2) A person [shall] may file a civil action  against a perpetrator  for intentional or negligent sexual abuse

47suffered as a child[:] at any time {  , subject to the constraints in this section  } .

4.    Page 3, Line 59:  

59perpetrated the sexual abuse or negligently permitted the sexual abuse to occur.

          Section 2. Effective date.

       If approved by two-thirds of all the members elected to each house, this bill takes effect upon approval by the governor, or the day following the constitutional time limit of Utah Constitution, Article VII, Section 8, without the governor's signature, or in the case of a veto, the date of veto override. 

The motion passed unanimously.

MOTION:          Rep. Stratton moved to pass the bill out favorably as amended. The motion passed unanimously.

S.B. 136  Statute of Limitations for Criminal Fines, Fees, and Restitution (Sen. L. Hillyard)

Sen. Hillyard explained the bill to the committee.

Spoke to the bill: Jacob Franklin, Assistant Attorney General, Office of State Debt Collection

MOTION:          Rep. Stratton moved to pass the bill out favorably. The motion passed unanimously.

1st Sub. S.B. 141            Judiciary Amendments (Sen. L. Hillyard)

Sen. Hillyard explained the bill to the committee.

MOTION:          Rep. King moved pass the bill out favorably. The motion passed unanimously.

MOTION:          Rep. Christensen moved to recess for ten minutes. The motion passed unanimously.

The committee reconvened at 5:08 p.m.

H.B. 298  Exemptions Act Amendments (Rep. K. Ivory)

This bill was not considered.

MOTION:          Rep. Cutler moved to adjourn the meeting. The motion passed unanimously.

Chair Christensen adjourned the meeting at 5:10 p.m.
